Expression of Interest are invited for Recruitment of Road Transport Specialist

Recruit a Road Transport Specialist to Strengthen the Existing Capacity of Piu Who Provides Support for the Day-To-Day Driving Licensing, Driving Learning and Examination (Dl), And Vehicle Registration and Inspection (Vr) Business Process-Related Services

SPECIFIC TASKS/ACTIVITIES

The Road Transport Specialist will be responsible for overall Driving License and Vehicle Registration and inspection system to be fully developed and implemented as per the business needs of TTMS. The expert shall be working closely with the DSF (Design and Supervision Firm) and the SI (System Integrator) and ensure the TTMS's DL and VR business requirements and their corresponding objectives and goals. The person shall be responsible for delivering a differentiated product that addresses the project's need and represents a viable opportunity to deliver citizen centric services. A key component of the Road Transport Specialist role is ensuring that the system supports the MoTL's overall strategy and goals. Although He/sheis responsible for managing the product throughout its lifecycle - conception through end-of-life - they receive assistance throughout this process from specialists such as designers, developers, quality assurance engineers, project managers and more.

The scope of services of Road Transport Specialists will include, but not limited to the following:

Act as the key interface between the stakeholders, SI, and the DSFfor all types of DL's and VR's business requirements, processes, functionalities, and other related issues;
Gather information, document processes, and confirm the final documents with Stakeholders;
Gathers, manages, and prioritizes Stakeholders requirements;
Acts as the stakeholder advocate articulating the user's need;
Specifically look at the DL and VRSystem requirements evaluate if refining the existing requirements/user stories/ product features are required;
Own the development and delivery of all functional and non-functional Requirements(Business and Technical);
Work with stakeholders through workshops, site visits, face-to-face discussion to refine requirements and work with DSF and SI to ensure that the product is developed in a way which is meeting the expectations of the stakeholders;
Monitor and report if all agreed requirements are implemented as per plan and set results;
Lead the external system integration discussions with other stakeholders;
Supervise and validate the SI and the DSF for the development of the product roadmap by prioritizing the features in order of priority, such as Must have, should have, Could Have and Will not have (Moscow);
Own the business outcome i.e., to have a holistic set of requirements, agreed by the business. This will also inform both therelease and rollout strategies, as well as the Test strategy and Business readiness strategy;
Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions;
Leading ongoing reviews of business processes and developing optimization strategies;
Staying up-to-date on the latest process and IT advancements to automate and modernize systems;
Conducting meetings and presentations to share ideas and findings;
Performing requirements analysis;
Documenting and communicating the results of your efforts
Effectively communicating your insights and plans to cross-functional team members and management;
Gathering critical information from meetings with various stakeholders and producing useful reports;
Ensuring solutions meet TTMS's business needs and requirements;
Performing user acceptance testing;
Prepare and submit weekly/monthly reports;
Managing projects, developing project plans, and monitoring performance; and,
work alongside other PIU business and technical staff to properly address set objectives, goals, and roadmap of the TTMS.
4. QUALIFICATION

10 Years of professional experience for BA/B.Sc. and 8 years for M.Sc./MBA in Computer Engineering, Business, or related field from a recognized university;
7+ years of practical experience in business analysis, product management or a related field;
Business/Domain expertise: To have a good knowledge of the Driving License, training, examination and Vehicle registration, and inspection business processes and related fields in transportation;
Excellent communication skills and practical experience in designing and implementing technology projects;
Excellent command of English, both written and spoken;
Excellent skill in writing user stories, and reports;
Good interpersonal skills;
Knowledge of Business process modeling and notation;
Knowledge/Certification in Agile Framework such as Scrum/ SAFe is a plus; and
Experience in The World Bank-financed project will be a plus.
5. WORKING CONDITIONS

The Expert will be stationed at the premises of the MoTL but should be ready to travel to various regional sites throughout the country as needed.

6. PERIOD OF PERFORMANCE

The duration of the service under this TOR is for 12 months (one year) and full-time with a possibility of extending the contact based on performance and importance of extension.
