INVITATION TO BID FOR THE REBIDDING OF CY 2017 SUPPLY AND DELIVERY OF VARIOUS PESTICIDES
1. The Department of Agriculture Regional Field Office 1 (DA-RFO 1), through the GAA FY 2017 intends to apply the sum of One Million Nine Hundred Ninety-Nine Thousand Five Hundred Pesos (PhP1, 999, 500.00) being the Approved Budget for the Contract (ABC) to payment under the contract for the REBIDDING OF CY 2017 SUPPLY AND DELIVERY OF VARIOUS PESTICIDES, IB No. DA-RFO 1-2017-GOODS-075-R. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The DA RFO 1 now invites bids for the following:

Delivery of the Goods is required within fifteen (15) days from the date of the effectivity of the contract as stated in the Notice to Proceed. Bidders should have completed, within two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Other descriptions/requirements are defined and enumerated in Section VII of the Bidding Documents.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from DA-RFO 1 and inspect the Bidding Documents at the address given below during office hours (Monday to Friday) at 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders from June 20, 2017 to July 11, 2017 from the address given above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP2, 000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The DA-RFO 1 will hold a Pre-Bid Conference on June 29, 2017, 10:30 AM at DA-RFO 1 Ground Floor Conference Room, Aguila Road Sevilla Norte, City of San Fernando, La Union, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the Office of BAC Secretariat, Aguila Road, Sevilla Norte, City of San Fernando, La Union on or before July 11, 2017, 10:30 AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18 of the Bid Data Sheet (BDS) of this procurement, thus-

Bid opening shall be on July 11, 2017, 10:30 AM at DA-RFO 1 Ground Floor Conference Room, Aguila Road Sevilla Norte, City of San Fernando, La Union. Bids will be opened in the presence of the bidders- representatives who choose to attend at the bid opening. Late bids shall not be accepted.
8. ADDITIONAL INSTRUCTIONS TO BIDDERS:
a. Bidders must submit a duly notarized and dry sealed Certification that they have no negative slippage of at least 15% in any of their on-going government or private projects whether similar or not similar in nature, or unsatisfactory performance of obligations;
b. Bidder must submit a Certification of availability of stocks;
c. Bidder must submit a Certification of sufficiency/availability of stocks and be earmarked for DA-RFO 1 at the time of the post-qualification;
d. Bidders must include in their proposal the brochure or pictures of the offered unit;
e. Evaluation and post-qualification of bids shall be conducted using the non-discretionary criteria;
f. All documents including attachments in the bidders- proposal must be duly signed / initialed by the bidder or authorized representative on each and every page thereof;
g. All bidders should submit their bid proposal, (using the standard forms as prescribed by RA 9184), with proper index tabbing arranged in the order listed in the checklist provided by the BAC (if the requirement/document does not apply, write -œNOT APPLICABLE- or -œN/A-), fastened in a folder, sealed in signed envelope in three (3) copies, thus; a) Original - Technical and Financial Component, b)Copy 1 - Technical and Financial Component, c)Copy 2 - Technical and Financial Component;
h. There shall be no partial delivery of the goods/items;
i. The bidders or their duly authorized representatives may attend the bid opening. The BAC shall ensure the integrity, security, and confidentiality of all submitted bids;
j. In case a representative will be attending the Bid Opening, a Special Power of Attorney (SPA) including the Company-issued Identification Card (ID) must be presented during the roll call of participating bidders.
9. The DA-RFO 1 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
