INVITATION TO BID FOR THE REBIDDING OF CY 2016 SUPPLY AND DELIVERY OF THREE UNITS GRAIN SILO (DESIGN AND BUILD MODE)
1. The Department of Agriculture Regional Field Office 1 (DA RFO 1) through GAA FY 2016, intends to apply the sum of SIX MILLION PESOS (PHP6, 000, 000.00), being the Approved Budget for the Contract (ABC) to payment under the contract for the REBIDDING OF CY 2016 SUPPLY AND DELIVERY OF THREE UNITS GRAIN SILO (DESIGN AND BUILD MODE). Bids exceeding the ABC shall be automatically rejected at the bid opening.

ADDITIONAL INSTRUCTIONS TO BIDDERS:
1. Bidders must submit a Certification that they have no negative slippage of at least 15% in any of their on-going government or private projects whether similar or not similar in nature, or unsatisfactory performance of obligations from completed projects;
2. The equipment must be tested upon delivery in the presence of the inspector;
3. Evaluation of bids shall be conducted using the non-discretionary criteria. For other methodology/criteria in the evaluation/examination of bids, post-qualification, and award shall be discussed during the pre-bid conference;
4. The Technical Specifications of the Project must be duly SIGNED/COUNTERSIGNED AND SEALED by a Licensed Agricultural Engineer in accordance with Republic Act 8559, dated 26 February 1998, otherwise known as -A"An Act Regulating the Practice of Agricultural Engineering in the Philippines-A
