Assignment Description

The World Bank Group (WBG) is supporting the Government of Egypt in strengthening inclusive economic development through the Upper Egypt Local Development Program. The program was launched in 2016 and aims to improve the business environment for private sector development and strengthen local government capacity to provide quality infrastructure and services. The current program has been focused on two pilot governorates Qena and Sohag. Based on the early success of program implementation, the Government of Egypt would like to expand the WBG-supported Upper Egypt Program to at least two additional governorates Minya and Assiut.

This assignment aims to provide the background information on economic activities in these governorates to inform the design of the cluster competitiveness initiatives in these new locations.

Specific objectives of the assignment are:
1) To conduct a quick economic analysis and cluster mapping in the two governorates in Upper Egypt Minya and Assiut and identify 5 clusters per governorate that could be subject to further deep-dives;
2) To make an in-depth assessment of 2-3 clusters per governorate to identify key actors and main opportunities and constraints for private sector growth, and
3) To identify cross-cutting economic constraints and opportunities that could be addressed by the expanded Program, as well as infrastructure investments that would help unleash private sector growth.

Terms of Reference for Economic Analysis and Cluster Diagnostic in the two Governorates of Upper Egypt: Minya and Assiut

Background
The Upper Egypt comprises 10 governorates and is characterized by higher poverty rates, lower employment opportunities and weaker access to services than the rest of the country. The poverty rate in Upper Egypt is estimated at 35.8% compared to 20.5% in the rest of the country. The region is home to 38% of Egypt’s population and 67% of its poor. It also has lower connectivity, poorer infrastructure and weaker access to public services. The government of Egypt has launched an Inclusive Economic Development Program for Lagging Regions to create jobs, reduce poverty and empower the governorates to plan and implement local policies.
The World Bank Group (WBG) is supporting the Government of Egypt in strengthening inclusive economic development through the Upper Egypt Local Development Program. The program was launched in 2016 and aims to improve the business environment for private sector development and strengthen local government capacity to provide quality infrastructure and services. The current program has been focused on two pilot governorates – Qena and Sohag and achieved several positive results. For example, it has contributed to the increased occupancy rates in the industrial zones, improved G2B services, and launched cluster competitiveness initiatives to support the growth of firms and create jobs.
Based on the early success of program implementation, the Government of Egypt would like to expand the WBG-supported Upper Egypt Program to two additional governorates – Minya and Assiut. This assignment aims to provide the background information on economic activities in these governorates to inform the design of the cluster competitiveness initiatives in these new locations.
Objectives of the Assignment:
The objectives of this assignment are 1) to conduct a quick economic analysis and cluster mapping in the two governorates in Upper Egypt – Minya and Assiut – and identify 5 clusters per governorate that could be subject to further deep-dives; 2) to make an in-depth assessment of 2-3 clusters per governorate (from among the five initially shortlisted) to identify key actors and main opportunities and constraints for private sector growth, and 3) identify cross-cutting economic constraints and opportunities that could be addressed by the expanded Program, as well as infrastructure investments that would help unleash private sector growth.
Scope of Work and Key Activities:
The assignment should be implemented in consultation with key stakeholders – government officials, think tanks and the private sector. The assignment will involve three main activities:
Activity I. Quick economic analysis and cluster mapping
1. Conduct a Review of Economic Activities in the Two Governorates
Provide a summary of the key economic activities in each of the governorates based on review of existing literature, surveys and statistical databases as well as consultations with relevant stakeholders. The firm should describe:
1) The current economic trends (did the economy of the two governorates grow/stagnate/contract over the past 5-10 years)
2) Key sectors and their contribution to the local economy and employment (for men and women). The information on sectors should ideally include:
• Number of firms in the sector
• Investment
• Production value and
• Employment.

3) Any exporting activities.
Implementation of the activity will involve quantifying the concentration of industrial activities in each governorate, which could indicate existence of agglomerated activities/clusters. The location quotient method should be used to identify the leading areas in employment in different sectors/industries by calculating the relative rate of employment in the sector in the area vs. the sectoral employment at the national level. Once the preliminary list of clusters is identified, field work and consultation with stakeholders should be organized to collect additional information/fill in knowledge gaps. Cluster identification should be based on five criteria:
• The critical mass of firms
• Geographic concentration
• Common business/activity
• Coverage of the value chain and
• Whether the cluster serves a market beyond its location.

2. Identify 2-3 potential clusters for deep-dives
This activity aims to identify the clusters that 1) could be supported in the first year of the expansion of the Upper Egypt program (in the two new governorates) and 2) also be indicative of constraints and opportunities that are common to multiple clusters (i.e. that have a larger spillover effect in the governorate).
The firm should start by identifying at least 5 clusters and later choose 2-3 from the initial shortlist for deep dive analysis. It will be important to develop and explain the selection criteria used for choosing 2-3 clusters for further study. For example, the selection criteria could include 1) economic performance (contribution to local/national economy, export trends, production growth trends etc); 2) social impact (percentage of female and youth employment, potential to employ poor people, share of MSMEs in the sector etc); 3) potential for positive spillovers (linkages with other sectors, positive environmental impact etc). The firm should assign weights for each selection criterion, score and rank the clusters and propose a list of 2-3 clusters per governorate for a deeper analysis.
3. Prepare a PPT summarizing the methodology and the results of the analysis.
Timeline and deliverables: The firm should present a summary of emerging findings to the World Bank Team and a group of stakeholders in Egypt on January 26, 2020. A final PPT and a note integrating the comments received should be submitted by mid-February.
Activity II. Deep dives on 2-3 clusters per governorate
1. Cluster diagnostic:
Basic information on the cluster: 1) describe origins, perimeter and size of the cluster; identify cluster agents and the relationships among them; 2) create a database containing all contact data and descriptive data about all agents in the cluster.
Cluster analysis and identification of strategic options :
The main objective of this activity is to provide a diagnostic of the current competitiveness position of each cluster; conduct strategic segmentation to understand what are the most attractive segments within the value chain; and shed light on the constraints that need to be addressed for the firms in the two governorates to become competitive in the targeted market segments.
The cluster analysis should include:
• The evolution of the global attractiveness of the Strategic Segment in which most of the local industry is competing presently, using M. Porter’s 5 Forces Framework to explain the evolution of margins in the last 5-10 years and expected evolution in the next 5 years.
• Identification and analysis, as above, for 2-3 additional Strategic Segments that represent combinations of new products/services and new user groups. A preliminary ranking of the studied Segments relative to the economic context in the two governorates
• Identification of the Segments with the best opportunities to compete for local firms and diagnostic of the status of those activities in the two governorates.
