Vinnytsia Card Service (VCS) is Municipal Enterprise formed in Dec 2014. VCS is to operate a new smart card-based ticketing system in the City of Vinnytsia. Currently cash fares in excess of UAH100m per annum (approx. EUR 4.2m) are collected from passengers using trams, trolleybuses, buses and taxis. The new smart card automated fare collection system (AFC) is to replace the existing system. The smart cards are also used to identify concessionary passengers and provide access to other city services.
In addition it is desirable to implement an automatic vehicle location (AVL) system so that vehicle movements can be tracked and arrival times anticipated, and therefore enable more effective service management and real-time data for passengers.
To finance the implementation, VCS, a municipal company in the City of Vinnytsia, has applied for a loan from the European Bank for Reconstruction and Development (the Bank). The General Procurement Notice for the Project will be published on the Bank’s website separately.
In advance of the procurement of the AFC/AVL system, VCS wishes to engage with potential suppliers to understand their interest and capability to supply, implement and maintain such a system, through a market sounding exercise, which is the subject of this notice.
System
The system is to operate on approximately 100 trams, 150 trolleybuses and 300 buses operated by the Vinnytsia Transport Company and approximately 250 minibuses and taxis operated by other licenced providers.
In addition, the AFC system may be used to support payment for future city services, such as parking; the card system is also to act as a citizen card providing access to selected city facilities.
The AFC system scope is expected to include:
On Vehicle:
- Validators and ticket consoles
Ticket Retailing:
- Up to 50 Ticket Vending Machines (TVMs)
- Upgrade of the 50 existing tax collection machines so they can issue tickets;
- Provision of ticketing at 50 retail POS kiosks
- Supply of smart cards for personalised and non-personalised use
- Support to smart card issue/front office retail centres
- Web-based customer portal
Inspection:
- Approximately 50 handheld devices for ticket inspectors
- Supporting central systems
Networks:
- Fixed communications to serve retail infrastructure and vehicle garages/depots
- Mobile communications to serve on vehicle and inspection equipment
Back office
- server and relevant databases;
- back office IT equipment;
- customer account system and Web-based systems
- all necessary software, including interfaces for Web-based ticket distribution and application of business rules, hot listing, card updates and enforcement.
The AVL system requirements may include:
On-vehicle:
- Vehicle location system
- Next stop display and annunciators
Central systems:
- A dispatch centre
- Vehicle distance logging
- Real time passenger information data feeds
- Geographic Information System integration
At stops:
- Real time passenger information displays
Implementation and operation support for AFC and AVL is expected to include:
- Design, build, test, commissioning, support and maintenance. The support and maintenance resourcing model is to be finalised
- Systems integration
- Transition of existing back office systems where relevant
- Provision of spare parts
- Training of staff to operate and maintain (assumed to be first line) the system.
