Description:

The Government of Belize has developed, with the assistance of the Global Environment Facility and UNDP, a National Implementation Plan (NIP) on Persistent Organic Pollutants (POPs). The NIP includes a situational analysis of the POPs issue on Belize. This situational analysis and the related initial POPs inventories provided the background from which national priorities and consequent NIP action plans were agreed.
The NIP outlines a number of priority interventions, which has led to several POPs themes. The relevant theme for this solicitation is Theme 1: “Removal of POPs from the environment of Belize”. Accomplishment of the objective of this theme will require the collection, transport and destruction of POPs existing in Belize. As Belize has no current capacity to implement the destruction of POPs chemicals and wastes, the destruction phase must be completed at a foreign location. As Belize is a signatory to the Stockholm, Basel, Rotterdam and other relevant international conventions, the collection, transport and destruction must be carried out under procedures and using technologies that are recognized, proven and certifiable under the guidelines of these relevant conventions.
The POPs chemicals and wastes in Belize have been collected and stored at secure locations within Belize. Laboratory and other testing have established the quantity and types of POPs and POPs chemicals (DDT, PCB contaminated oil, Aldrin, Dieldrin, Endosulfan), obsolete pesticides, unknown chemicals and ODS/GWP refrigerant gases.
The RFP for the provision of Services for the final disposal of POPs chemicals (DDT, PCB contaminated transformer oil, Aldrin, Dieldrin, Endosulfan), Obsolete Pesticides, Unknown chemicals and gaseous Ozone Depleting Substances (ODS)/ Global Warming (GWP) waste refrigerants from Belize (Government of Belize, Department of the Environment, Ministry of Agriculture, Fisheries, Forestry, Environment, Sustainable Development and Climate Change).
The services should include handling, packaging, packing, labelling, transboundary transportation, shipping, permitting and destruction of POPs chemicals, DDT, PCB oil, Obsolete Pesticides, Unknown chemicals and gaseous ODS/GWP refrigerant waste.
