Tenders are invited for Provision of Consultancy Services as Telecoms Project Manager.

The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project “Digital Malawi Program Phase I: Digital Foundations Project” and intends to apply part of the proceeds for consulting services as a Telecoms Project Manager.

The overall aim of the Digital Malawi project is to extend and improve access to critical ICT infrastructure for the public and private sectors; improve ICT governance; improve access to government services; and facilitate provision of e-services thereby enhancing public service delivery.

The project has three components, namely; digital ecosystems, digital connectivity (infrastructure), and digital platforms and services (e-Government).

The Telecoms Project Manager (TPM) will be responsible for planning, managing and documentation of all stages of provision of telecommunication connectivity and associated services to public offices for the Government of Malawi and connectivity of the Data Centre for Ministries, Departments and Agencies (MDAs) of Government, bandwidth management and security. The role will be accountable for coordinating telecommunication systems installation projects for multiple businesses across the various platforms. The TPM will set roles, policies, hardware standards, and software procedures needed to provide an exchange of communication or information at a distance between sites.

The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be as follows:

(1) Minimum of a bachelor-s degree in Electrical Engineering, Computer Science, Telecommunication Engineering or its equivalent in any other related field. Those with project management certification will have an added advantage.

(2) At least Five (5) years of progressive work experience in agile telecommunication project management.

(3) Demonstrate having experience in troubleshooting, call routing, voice quality and network related issues. Experience in deploying and implementing Dual-Stack IP Network System is essential.

(4) Demonstrate experience with virtual environments and knowledge of the principles of computer and communications security, networking, and vulnerabilities of modern operating systems and applications.

(5) At least three (3) years of operational and configuration experience of Windows OS, Linux OS and or equivalent with experience with firewall configuration, operation and maintenance.

A successful candidate shall work with E-Government Department for a period of 12 months.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017. August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
