Public Bidding for the Procurement of SSF#10(1814) on Establishment of Packaging, Printing and Labeling Center of Northwestern Mindanao State College of Science and Technology(2018-09-452A)
1. The Department of Trade and Industry-Region 10 (DTI 10) through the General Appropriations Act invites interested parties to be bid for the project indicated below:

Procurement of SSF#10(1814) on Establishment of Packaging, Printing and Labeling Center of Northwestern Mindanao State College of Science and Technology(2018-09-452A)- Vertical form-fill-seal machine liquid and paste products and Horizontal Flow Wrap Machine Supply, Delivery and Installation of Vertical form-fill-seal machine liquid and paste products and Horizontal Flow Wrap Machine Php1, 000, 000.00
being the Approved Budget for the Contract (ABC) to payments under the contract of the above-mentioned project. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The DTI 10 now invites bids for the Procurement of SSF#10(1814) on Establishment of Packaging, Printing and Labeling Center of Northwestern Mindanao State College of Science and Technology(2018-09-452A).Delivery of services shall commence 30 days from receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œPASS/FAIL- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act.-
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from DTI-10 and inspect the Bidding Documents at the address given below from 8:30AM to 5:00 PM, Monday to Friday.
5. A complete set of Bidding Documents may be acquired by interested Bidders on October 13-31, 2018 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of :

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
6. DTI-10 will hold a Pre-Bid Conference on October 22, 2018, 2:00PM at the DTI-10 Conference Room, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before Oct. 31, 2018, 11:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on October 31, 2018, 2:00PM at DTI-10 Conference Room. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. Notwithstanding the eligibility of a prospective bidder, DTI 10 reserves the right to review the qualifications of any bidder AT ANY STAGE of the procurement process. Should such review uncover any misrepresentation made in the eligibility requirements, statements or documents or any changes in the situation of the prospective bidder which will affect the eligibility criteria, DTI 10 shall consider the said prospective bidder ineligible and shall disqualify it from obtaining award or contract in accordance with Rules XI, XII and XIII of the IRR of R.A. 9184.
9. Pursuant to Section 41of the IRR of R.A. 9184, DTI-10 also reserves the right to declare failure of bidding, reject bid(s) or decide not to award any contract if the funds/allotments for the said program/project/activity have been withheld or reduced or if the project is no longer economically, financially or technically feasible as determined by the head of procuring entity or any other justifiable and reasonable ground where the contract will not redound to the benefit of the government of the Philippines.
10. Further, DTI 10 reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
