INVITATION FOR TENDERS

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 9262-GPN-43257 issued on 15.10.2018

The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as “the Purchaser”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and of a grant from the EU IFCA towards the cost of Khatlon Water Rehabilitation Project.

The Purchaser now invites sealed tenders from suppliers for the following Contract/s to be funded from part of the proceeds of the loan and grant:

KhWRP- 011. Procurement of special vehicles, operational and office equipment:

Lot ? 1. Supply of municipal vehicles;
Lot ? 2. Supply of construction vehicles;
Lot ? 3. Supply of tractor with trailer;
Lot ? 4. Supply of minibuses
Lot ? 5. Supply of maintenance equipment
Lot ? 6. Supply of office equipment and furniture
The Lots will be implemented concurrently and should be completed within 6 months.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a Contract, Tenderers must satisfy at least the following minimum criteria which are further detailed in the tender documents:

The Tenderer must demonstrate access to, or availability of, financial resources such as free funds on current account, lines of credit dedicated to this project execution, or other similarly highly liquid financial means, in the amount not less than 90% of the tender price per each lot to which the Tenderer applies. The Tenderer must demonstrate that the funds required for this project are free of its other commitments or sufficient to cover the overall cash flow requirements for this Contract and its current commitments. Alternatively, if the payment arrangements with a manufacture provide for less financing necessary from the supplier, the respective agreement shall be provided as an evidence of the sufficiency of funding.
Tenderer must demonstrate that the offered type of Goods has been in the successful production and operation under similar conditions for at least last 3 (three) years, i.e. 2016-2018 and till the tender submission deadline.
Tenderer must demonstrate that they have experience as Supplier of the suggested by them or similar Goods over the least 3 years, i.e. 2016-2018 and till the tender submission deadline, under the contract/s that have been successfully and substantially completed. The similarity shall be based on the functions of machinery, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements.
Tenderers wishing to tender for more than one lot shall meet cumulative (combined) qualification criteria on 2.3.2 Financial Resources and 2.4.1 Experience for selected lots.
Joint ventures, consortiums or associations (JVCA) shall meet the following minimum qualification requirements:

The Lead Partner shall meet at least 70% of the minimum qualification criteria for financial resources;
Each partner of JVCA shall meet at least 30% of the minimum qualification criteria for financial resources;
All partners shall be jointly and severally liable;
Lead partner (a Representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the Contract, during contract execution.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery.
