Tender Details

Tenders are invited for Procurement of Plant, Design, Supply, Installation, Testing and Commissioning of the Refurbishment of Rouna 1 & Sirinumu Hydropower Plants.
1. The Independent State of Papua New Guinea (PNG) has received financing from the Asian Development Bank (ADB) toward the cost of the Port Moresby Power Grid Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The PNG Power Ltd (PPL) (“the Employer”) invites sealed Bids from eligible Bidders for the design, supply, installation, testing and commissioning of the Refurbishment of Rouna 1 & Sirinumu Hydropower Plants.
3. International Competitive Bidding (ICB) will be conducted in accordance with the ADB-s Single Stage - One Envelope procedure and is open to all eligible Bidders as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
• The Bidder must demonstrate that it has the financial resource to meet its current contract commitments, plus the requirements for the subject contract of US$ 5.5 million or its equivalent for the first twelve (12) months. Similar participation in at least two (2) contracts that have been successfully or substantially completed within the last eight (8) years, where the value of the Bidder-s participation exceeds US$ 42 million. Bidder-s participation based on the physical size, nature of works, complexity, methods, technology or other characteristics as described.
• Dismantling of old equipment, design, manufacture, adapting new generators, turbines, open surface steel penstock, surge shaft, manifold, to suit refurbished plant of a similar size and type. Design and manufacture of ONAN/ONAF transformers of similar voltage level and rating including commissioning of GIS switchgear of a similar voltage level and rating to that required for this Project.
• Successful design, implementation and completion of similar cofferdam, concrete structure incorporated into an earthfill dam, intake structure with a design flow of at least 7m³/s, forensic investigations of at least two concrete structures, concrete repair works,
grout injection for water tightness on concrete civil structures and structural

amalgamation. Re-commissioning of steel penstock of similar type and complexity.
