The University Hospital of the West Indies (UHWI), Jamaica's premier tertiary referral and teaching hospital, seeks to engage a management consulting firm to lead a Comprehensive Institutional Governance and Organisational Transformation Programme. The engagement gives effect to Recommendation 5 of the UHWI Institutional Review Committee Report of 30 April 2026, which directs the provision of full time Board oversight support by an independent third party provider for a period of not less than one year, following the Auditor General's Report of December 2025, Ensuring Value for Money in Public Health Procurement. The objective of the Programme is to support the UHWI Board of Management and the institution's parent entities in effecting a durable, evidence based transformation of governance culture, management practice, financial stewardship, and organisational effectiveness at the UHWI. The Programme is structured around seven integrated workstreams: Governance Architecture Review and Reform; Strategic Planning, Performance Management and Evaluation Capacity; Financial Governance and Revenue Optimisation; Procurement Governance and Compliance Transformation; Human Resource and Organisational Design; Strategic Change Management and Enterprise Risk Management; and Cross Cutting Board Oversight Support and Reporting, including a critical path implementation plan, monthly reporting to the MOHW and the UWI, and quarterly reporting to the Public Accounts Committee. The engagement period is twelve months.
