Terms of Reference
1. Background and Rationale
Northern Iloilo State University (NISU) currently lacks a centralized, scalable platform for delivering online courses, digital assessments, and blended-learning content across its colleges. As enrollment and demand for flexible learning continue to grow, the University requires a reliable, institution-wide Learning Management System (LMS) that can be accessed simultaneously by large numbers of users, particularly during high-stakes events such as final examinations and enrollment.
This Terms of Reference (TOR) defines the minimum functional modules, technical requirements, and delivery conditions for the LMS to be procured under a cloud-hosted deployment model, in which the system runs on infrastructure rented from a commercial cloud provider rather than on hardware owned and hosted by the University.
