Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Project
The Republic of Turkey has applied for financing in the amount of US$ 300, 000, 000 equivalent from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project

The objectives of the project are to improve the disaster resilience of critical public

facilities and to enhance emergency preparedness of the City of Istanbul.

The project will include the following components

Component A Enhancing Emergency Preparedness

• Upgrading of Emergency Communication System (A1)

• Disaster Management Information System (A2)

• Support to Develop Operational Capability for Governor`s Disaster Management

Center (A3)

• Upgrading Emergency Response Capacity (A4)

• Materials and Equipment for Public Awareness Campaign (A5)

Component B: Seismic Risk Mitigation for Public Facilities

• Reconstruction of Hospitals (B1)

• Retrofitting of Public Schools (B1)

• Reconstruction of Public Schools (B1)

• Strengthening/Reconstruction of Administrative Buildings (B1)

• Strengthening/Reconstruction of Dormitories and Social Service Buildings (B1)

• Preparation of Design for Strengthening/Reconstruction of Key Facilities and

Supervision of Retrofitting/Reconstruction Works (B1)
Procurement of contracts financed by AIIB will be conducted through the procedures as

specified in the AIIB-s Procurement Policy dated January 2016 as well as its Interim

Operational Directive on Procurement Instructions for Recipients dated June 2, 2016

(PIR), and is open to all eligible tenderers as defined in the Instructions.

Specific procurement notices for goods, works and services contracts to be bid under the

AIIB-s international open competitive tender (IOCT) procedures will be announced, as

they become available, in UN Development Business and the AIIB Website as well as in

Turkish Official Gazette, IPKB-s official website at www.ipkb.gov.tr, and National

Gazette.

Prequalification of suppliers and contractors will not be required under the project.
