Digitalization, Financial Inclusion and Competitiveness Project

Objectives of the project The principal objective of the DFIC project is to promote digital financial inclusion and develop an enabling environment for digital trade by building a robust and harmonized epayments policy so as to enhance economic competitiveness and social resilience. The specific objectives are to (a) develop a digital payment ecosystem that will improve financial inclusion, accountability, efficiency and transparency of the payments system and reduce costs associated with a cash-based system.; (b) strengthen mechanisms to support the competitiveness of the private sector and improve access to national and export markets; (c) improve access to financial services among the general population with a particular focus on Small and Medium Enterprises (SMEs), women, youth and rural populations. The procurement modes applicable under the project shall be Borrower Procurement System (BPS) through Open Competitive Bidding International (OCBI), Open Competitive Bidding National (OCBN) and Shopping through the Laws and Regulations of The Government of the Republic of Malawi, using the national Standard Solicitation Documents (SSDs). The expected procurement methods to be used under Bank Procurement Policy and Methodology (BPM) will include Open Competitive Bidding International (OCBI), Quality Cost Based Selection (QCBS), Individual Consultants (IC), Consultants- Qualifications Selection (CQS) and Least Cost Selection (LCS) method.
