The objective of this assignment is to support the Ministry of Health and Wellness in strengthening procurement capacity across the Ministry and the four Regional Health Authorities by identifying procurement risk points, assessing institutional and operational gaps, and recommending practical capacity-development actions. The Consultancy firm shall use an evidence-based approach to assess current procurement practices, staff competencies, workflows, compliance arrangements, documentation standards, contract-management practices, and supporting systems. The assignment shall result in realistic and implementable recommendations that improve the effectiveness, efficiency, transparency, accountability, and probity of procurement transactions that support the operational needs of the health system.
