1. Overview of the ARCCESS Project
The Agrarian Reform Community and Economic Support Services (ARCCESS) program was created to deliver support services to agrarian reform areas to alleviate rural poverty reduction and improve the life of the Agrarian Reform Beneficiaries (ARBs).
The delivery of the services is channeled through mature ARB organizations to capacitate them to manage the agri-entrerprise, their production, post-harvest and processing needs of their individual members to increase their farm produce and given sufficient income.
The ARCCESS provides strategic and sustainable support services in the form of the provision of common service facilities (CSFs), agri-extension services and business development services so that will maximize the productivity of the ARBs and engage them in agri-related enterprises.
2. Purpose and Objectives
The main objective of the ARCCESS project is to help the farmer-beneficiaries improve their productivity and income. The procurement of the of business development services is necessary to help strengthen the performance of the agri-enterprise of the ARBOs and empower their capabilities and provide opportunities to expand marketing as well as their ability to compete global markets, to get better prices for their produce and build their enterprise towards higher profitability and sustainability.
Specifically, to empower the ARBOs to have self-sustaining agricultural enterprise that will contribute to the increase of organization and household income and moreover, to let the farmers know how to strike fair deals in the market.

PAYMENT
1. The payment will be made one month after the supplier have completed and successfully accepted the delivery made by the supplier. Or a (25%) downpayment can be made upon delivery of at least 50% of the total number of goods upon initial inspection of the buyer.
2. Witheld of payment is applicable in case there is a need to replace parts;
3. The supplier will be responsible for the delivery of the goods and will be at the level of the recipient.
4. The supplier/seller is responsible in the installation and testing of the equipment including provision of other services.
5. Training of the operator forms part of the unit cost.
6. Service Center should be available.
