Detailed_Description : Supply Ontario is conducting an open competitive procurement process to establish a Vendor of Record arrangement for primary care digital services to support the modernization of Ontario-s primary care ecosystem.The procurement process includes two key streams:1.Primary Care Medical Record (PCMR) 2.Customer Care Managed Services and Support The purpose of this procurement is to establish access to secure, interoperable and scalable digital services that support connected primary care delivery across Ontario. The procurement is intended to support a future state where primary care clinicians can access and contribute relevant patient information through modern digital tools, reduce administrative burden, improve continuity of care, and support a more connected patient and provider experience.
Scope of Work : Primary Care Medical Record StreamThe PCMR Stream is to establish access to one or more secure, interoperable Electronic Medical Record (EMR) solutions that can support primary care delivery across Ontario and align with provincial digital health priorities, standards and assets.The scope includes solutions and related services that support:•Practice management and patient engagement;•Clinical documentation and chart management;•Orders, results and medication management;•Quality, analytics and reporting;•Privacy, security and information governance;•Technical foundations, including interoperability, integration and data exchange capabilities;Supply Ontario anticipates that this stream may result in the selection of multiple qualified vendors.Customer Care Managed Services and Support StreamThe Customer Care Managed Services and Support Stream is to establish a centralized support model to assist primary care clinicians, PCMR vendors and other stakeholders with the migration, onboarding, adoption and ongoing use of PCMR-related services.The scope includes services that support:•Primary care clinician onboarding and transition support;•Planning, coordination and implementation support;•Data migration support from existing EMR environments;•Clinical change management;•Technical change management;•Service desk support, including support for technical issues;Supply Ontario anticipates that this stream may result in the selection of a single vendor.
