The 4th Contracting Squadron is issuing this presolicitation notice of intent to sole-source IAW RFO 5.101 for the Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15. The item description and salient characteristics are as follows: the Hot Flusher cleans the FOHE while it is installed on the aircraft, which prevents overheating and unnecessary downtime, saves the FOHE from premature failure, and expedites aircraft availability. The specific requirement is for one Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15, utilized for F-15 fuel/oil heat exchanger flushing. The system must meet the following technical specifications: designed for a portable flight line or shop use environment; utilizes a solvent-free thermal oil system; operates at 185°F to 195°F oil heat; features a flow rate of 4 to 80 GPM with a maximum regulated oil pressure of 80 PSI; includes a 4 to 100-gallon reservoir; utilizes a 120 PSI air purge; features an automated reversing flow mechanism; contains a filtration system consisting of a 28-micron reusable screen, a 10-micron disposable filter, and a 50-micron reservoir filter; utilizes quick-connects and an air hose with a nozzle; is equipped with digital temperature and pressure gauges alongside a flow meter; includes safety features such as auto-timers, an automatic shutoff dirty-filter sensor, and an Emergency Stop (E-Stop).
