Preparation of a Project Completion Report (PCR) of the IsDB funded “Expansion of Water Supply for Fes City and Rural Communities in Taza Province Project, Kingdom of Morocco”.
The Islamic Development Bank (IsDB) has approved an administrative budget for financing consulting services (the Services) for the above project. The Terms of Reference (TOR) of the Services is in Appendix A. The Services will be provided by an individual consultant (the Consultant) who may be a self-employed professional or an employee of a consulting firm. IsDB will select and engage the Consultant in accordance with the IsDB Corporate Procurement Policy (Policy). The consultant for the assignment will be engaged based on a Fixed Budget Selection method.
IsDB now invites Expressions of Interest (EOI) from potential applicants for consideration by IsDB in selecting qualified candidates.
The Consultant should complete the EOI Form in Appendix B and submit it along with his/her CV.

Short Term Evaluation Consultancy Services for the Preparation of Project Completion Report (PCR) of the Islamic Development Bank (IsDB) funded project
Project:
Project Name: Expansion of Water Supply for Fes and Rural Communities in Taza Province Project, 2MOR 0120-2MOR 0121, The Kingdom of Morocco.
Project objective: The overall objective of the project is to improve living conditions for the population and upgrade environmental condition in the targeted zones. It targets the provinces of Fes and Taza. As for the province of Taza, the project aims at raising the access rate to potable water within rural areas from current 68% to 74%. As for the province of Fes, the project aims at expanding the existing water supply scheme to meet the increasing potable water demand for southern urban areas by 2030.
Project Location: Fes City and Rural Communities in the Province of Taza, The Kingdom of Morocco.
Executing Agency: The National Office for Potable Water - Office National de l-Eau Potable (ONEE) is the executing agency for this project.

Project Background:
The Islamic Development Bank (IsDB) received an official request, from HE the Minister of Economy and Finance, Kingdom of Morocco (sIDB Governor) on 31 December 2008, requesting the Bank to consider participating in the financing of the Expansion of Water Supply Schemes Project of Fes City and the Rural Communities within the Province of Taza, in favour of the National Office for Potable Water (ONEE). The project is part of the COD-3 Work Program for the year 1430H.
The Kingdom of Morocco is located in the north western Africa, bordering the North Atlantic Ocean and the Mediterranean Sea, between Algeria and Western Sahara. It is a lower middle-income country with a population of nearly 36 million as of 2019.According to World Bank (2019), the GDP (current US$) of Morocco is US$ 118.7 billion.
Morocco`s water development strategy has involved maximizing national water balances through the construction of large and medium scale dams to serve regional water demands as well as transfer of water between basins. More than 113 dams provide more than 16 billion m3 of water in reserve. Morocco`s largest four dams (El Massira, Bin El Ouidane, El Wahda and Idriss 1) carry more than 60% of total volume flow through all dams, and its ten largest dams carry 90% of total volume flow.
Water demand projections show a rapid growth in urban water demands: The Plan National de l-Eau (PNE, 2015) assessed Morocco-s demands for domestic and industrial water supply at 1, 437 Mm3 /year in 2010 and 2, 368 Mm3/year by 2030, which represents a 65% growth. The production capacity of potable water for urban areas has increased tremendously over the last decades to offset high historical deficit between supply and demand. The connection rate increased from 52% in 1972 to 92% in 2007. Over the same period, the production of potable water for urban areas increased from 240 million cubic meters to 794 million cubic meters. 25. For the rural areas, since the launching of the ambitious program in 1995 to reduce disparities, tangible results have been achieved as the connection rate increased from a low 14% in 1995 to 85% in 2007.
Fes City is located within the very fertile plain of Saïs, 200 Km away to the East from the Capital City, Rabat. Fez is situated at the crossroad of the important cities of all regions; 206 km (128 mi) from Tangier to the northwest, 246 km (153 mi) from Casablanca, 189 km (117 mi) from Rabat to the west, and 387 km (240 mi) from Marrakesh to the southwest which leads to the Trans-Saharan trade route. It is surrounded by the high grounds, and the old city is penetrated by the River of Fez flowing from the west to east. The population of Fes City is about 1.2 million as on 2019. The expansion of the city is foreseen to be concentrated in the southern districts, while the population of the north districts will remain the same.
Fes City is supplied with drinking water from (i) underground water resources within the deep aquifer of Saïs with a total discharge of 1500 l/s, and (ii) surface water resources from the Sebou River with a total discharge of 1700 l/s, through the water treatment plant called Ain Nokbi.
Underground water resources are jointly exploited by ONEE and Régie RADEEF, whereas surface water resources are mobilized by ONEE and treated within the Ain Nokbi Treatment Plant. Overall, mobilized water resources stand currently at 3, 200 l/s.
The province of Taza is located in the northern part of Morocco at a distance of 80 km from the wilaya of Fez, and 320 Km to the East of the capital city Rabat. The province of Taza encompasses 43 rural communities and 1, 242 villages. According to 2014 census data, 528, 419 inhabitants representing 80% of the whole population, dwell in rural areas. Overall, access rate to potable water in rural communities is considered still low in Morocco (68%).
Underground water resources are abundant and of good quality in southern and eastern parts of Taza Province, where the vast aquifer of Guercif offers valuable water resources. However, they are inexistent in the mountain areas in the northern part characterized by mountainous topography. The rural communities in this area are suffering from shortage of drinking water. The transfer of the underground water from the south to the north of the province is very costly due to the accidental land topography. Surface water resources are mainly provided by the Dam of Bab Louta, in Bousbaa oued, affluent of Sebou river. Located around Tahala city in the extreme south of the province, with a capacity of 36.8 million m3 and allowing the regularization of an annual volume of 8.3 million m3, this dam is supplying Taza city and the surrounding communes with potable water through a main line, 72 Km long along with water treatment plant (capacity of 340 l/s). This project has been operational since August 2002 and is planned to overcome water supply deficit up to 2020.

Project objectives: The overall objective of the project is to improve living conditions for the population and upgrade environmental condition in the targeted zones. Project scope: The project scope comprises pipe works, civil works, supply and installation of equipment, and consultancy services. The project design involves three areas where the following sub-projects were envisaged:
Sub-project 1: Reinforcing the water supply of Fez city through the transfer of a flow of 500l/s from Ain Nokbi water treatment plant.
Sub-project 2: Water supply of 55 villages, from the main transmission line Bab Louta - Taza
Sub-project 3: Water supply of 195 villages within the province of Taza, from Asfalou dam.
