Expression of Interest are invited for Preparation of the Programme Closing Report for the Basic Needs Trust Fund Seventh and Eighth Programmes.

The Basic Needs Trust Fund (Bntf) is a Regional Cyclical Grant-Funded Programme Which Commenced in 1979. The Programme is Now in its Ninth Phase. The Bntf Programme is the Principal Programme of Cdb for Direct Poverty Reduction through Improvements to Basic Economic and Social Infrastructure and Services, and Increasing Opportunities for Economic Activity through Skills Training, Capacity Building and Institutional Development Support. Since its Inception, Bntf has Supported the Implementation of over Three Thousand Sub-Projects Benefitting More than Three Million Persons in Vulnerable Communities. Over the Years, There has been a Progressive Shift from a Focus on Infrastructure Development Managed by the Central Government to More Community-Managed Sub-Projects. To Date, the Programme has Undergone Nine Replenishments from Cdb-S Special Development Fund (Sdf) and Numerous Design Modifications. The Bntf Seventh and Eight Phases (Bntf 7 and Bntf 8) were Consolidated and Implemented Concurrently.

Under the Bntf 7 and Bntf 8, the Ten Bntf Participating Countries (Pcs) Were: Belize, the Commonwealth of Dominica, Grenada, the Cooperative Republic of Guyana, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and the Turks and Caicos Islands. Each of the Ten Country Projects is Managed by an Implementing Agency (Ia), Which Reports to an Implementing Ministry for the Execution of Infrastructure and Human Resource Development Sub-Projects in-Country and Other Non-Subproject Activities. At the Regional Level, the Regional Coordination Component is Managed by Cdb. The Regional Coordination Component Supports Programme Implementation and Management, Monitoring and Evaluation and the Conduct of Pilot Projects.

The Ten Pcs were Required to Complete Bntf 7 and Bntf 8 Combined Country Project Completion Reports (Cpcr) at the End of the Concurrent Programme Cycles. These Country-Level Reports were Meant to Capture the Degree to Which the Bntf 7 and Bntf 8 Project Resources were Utilized to Achieve Their Development Objectives and Delivered the Outputs and Outcomes as Set out in the Poverty Reduction Action Plans and the Results Monitoring Frameworks for Sub-Projects.

Additionally, a Single Independent Programme Closing Report (Pcr) is Required Which will Highlight the Impact of the Bntf 7 and Bntf 8 Programmes on All Beneficiaries and the Sustainability of Such Impact. The Bntf 7 and Bntf 8 Pcr will Also Include Case Studies and Beneficiary Assessments.

Cdb Now Wishes to Procure the Services of a Management Consultancy Firm to:

1. Assess the Ten Individual Cpcrs;

2. Identify and Complete Three Case Studies;

3. Undertake Beneficiary Assessments (Disaggregated by Sex) in Selected Countries;

4. Present an Overview of the Performance and Outputs within the Context of the Programmes- Goals, Design, Processes and Results during Implementation (Both Bntf 7 and Bntf 8 Country Projects and Regional Components); And

5. Assess if and How Any of the Recommendations Made in the Bntf 7 and Bntf 8 Mid-Term Evaluation were Taken into Account in the Completion of each Programme.

The Deliverables of the Assignment will Include, but not be Limited to:

(a) Work Plan/Inception Report Indicating the Methodology and Relevant Targets within One (1) Week of Commencement of the Assignment. The Consultants will Adjust the Report with Comments Received from Cdb.

(B) Draft Consolidated Cpcrs Report within Three (3) Weeks of the Commencement of the Assignment. The Consultants will Adjust the Report with Comments Received from Cdb.

(C) Draft Beneficiary Assessments and Case Studies Report within Four (5) Weeks of the Commencement of the Assignment. The Consultants will Adjust the Report with Comments Received from Cdb.

(D) Draft Pcr Report Covering Both the Bntf 7 and Bntf 8 Regional Components and Country Projects including the Final Case Studies and Beneficiary Assessments, within Eight (8) Weeks of the Commencement of the Assignment. The Consultants will be Required to Present Findings, Recommendations and Lessons Learnt from the Pcr to Cdb Staff, Bntf Stakeholders and Advisory Management Team of Cdb (Face-to-Face or Electronically), as Required.

(E) Final Pcr Report Incorporating Any Significant Amendments or Inclusions Coming out of the Presentations and the Feedback on the First Draft within Twelve (12) Weeks of the Commencement of the Assignment. The Final Report shall Include an Executive Summary with Fully Cross-Referenced Findings and Recommendations

(F) Presentation on the Pcr Findings, Recommendations and Lessons Learnt to Cdb-S Board of Directors in a Location and at a Time to be Confirmed.

The Assignment will Include a Maximum of Two Trips to Cdb Headquarters in Barbados and Trips to a Maximum of Four Pcs. The Consultancy will Require a Maximum of 90 Person-Days and Completed by March 6, 2020.

Eligiblity

Cdb Now Invites Interested Eligible Management Consultancy Firms to Submit an Expression of Interest for the Provision of this Consultancy Service. Consultants shall be Eligible to Provide the Services if:

(a) in the Case of a Body Corporate, it is Legally Incorporated or Otherwise Organised in an Eligible Country, has its Principal Place of Business in an Eligible Country and is More than 50 Per Cent Beneficially Owned by Citizen(S) and/or Bona Fide Resident(S) of Eligible Country(Ies) or by a Body(Ies) Corporate Meeting These Requirements;

(B) in the Case of Unincorporated Firms, the Persons are Citizens or Bona Fide Residents of an Eligible Country; And

(C) in All Cases, the Consultant has No Arrangement and Undertakes not to Make Any Arrangements, Whereby Any Substantial Part of the Net Profits or Other Tangible Benefits of the Contract will Accrue or be Paid to a Person, not a Citizen or Bona Fide Resident of an Eligible Country.

Eligible Countries are Member Countries of Cdb.

In the Assessment of Submissions, Consideration will be Given to:

1. Technical Competence, Qualifications and Experience including:

1. Project Management;

2. Social/Gender Research;

3. Qualitative and Quantitative Data Analysis;

4. Human Resource Management;

5. Results-Based Management;

6. Participatory Approaches and Methods;

7. Poverty Reduction Programming; And

8. Monitoring and Evaluation.

2. Local and Regional Experience on Similar Assignments, including Working with International Financial Institutions and on Donor-Funded Projects/Programmes in Beneficiary Countries, Particularly some of Cdb-S Borrowing Member Countries;

3. Evidenced Financial Capability; And

4. Existing Commitments.

Instructions

One Original Hard Copy and an Electronic Version of the Expression of Interest Clearly Marked “Preparation of the Programme Closing Report for the Basic Needs Trust Fund 7 and 8 Programmes” must be Prepared in English and Delivered in a Sealed Envelope Containing the Name and Address of the Applicant to the Postal and E-Mail Address below No Later than 4:30 p.m. On November 28, 2019. The Burden of Proving Receipt of the E-Mail will be on the Applicant and will not be Met Solely by a Read Receipt or Sent Items Report Generated by the Bidder-S Computer.

Following the Assessment of Submissions, a Short-List of not Less than Three and not More than Six Applicants will be Provided with Full Terms of Reference and Invited to Submit Technical and Financial Proposals to Undertake the Assignment. Cdb Reserves the Right to Accept or Reject Late Applications or to Cancel the Present Invitation Partially or in its Entirety. It will not be Bound to Assign Any Reason for not Short-Listing Any Applicant and will not Defray Any Costs Incurred by Any Applicant in the Preparation and Submission of Expressions of Interest.
