The Anghel Saligny zone in Constanța, Romania, represents a large-scale urban regeneration opportunity, encompassing approximately 400 hectares of underutilized industrial land with significant redevelopment potential.A proposed development model seeks to:· Unlock land value through strategic public investment and planning;· Establish a Land Development Entity (LDE) as a central delivery vehicle that would, among other things, raise debt to fund necessary infrastructure;· Enable private sector participation at scale, supported by institutional readiness and risk mitigation;· Finance infrastructure and public goods through land monetization and value capture mechanisms.Three specialized external advisors are being sought to validate the feasibility of this model.
