The City of Lapu-Lapu through the Bids and Awards Committee (BAC), invites interested bidders to apply for eligibility and to bid for the procurement of DRUGS AND MEDICINES OF CHO as stated on P.R No.17-02-0155 with an Approved Budget for the Contract (ABC) of TWO MILLION FOUR HUNDRED NINETY NINE THOUSAND NINE HUNDRED NINETY EIGHT PESOS & 50/100 (P 2, 499, 998.50). Bids received in excess of the ABC shall be automatically rejected at bid opening.

Delivery of goods shall be within ten (10) days after receipt of the winning bidder of Notice of Award. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.
The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use the non-discretionary -œpass/fail- criteria. Failure to submit the required document under the bidding documents or the submission of a document which does not comply with the legal formalities shall be rated -œfailed-.
All particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, Evaluation of Bids, Post Qualification and Award of contract shall be governed by the pertinent provisions specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.

A complete set of Bidding Documents may be acquired by interested bidders from March 20, 2017 to April 3, 2017 (9:00a.m. to 4:00 p.m) from the address below and upon payment of a nonrefundable fee for the bidding documents, pursuant to the City of Lapu-Lapu SP Resolution No. 0796-2005 in the amount of P 2, 500.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity. However, should the bidders decide to participate in the bidding, they shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause and must be delivered at the Lapu-Lapu City BAC Office on or before 1:00 p.m. of April 4, 2017.. Bids will be opened on April 4, 2017; 1:30 P.M. at BAC Conference Room, GSO Building, Lapu-Lapu City in the presence of the Bidders- representatives who choose to attend. Late bids shall not be accepted.
The Bids and Awards Committee of the City of Lapu-Lapu reserves the right to reject documents which do not comply with the requirements, waive any formalities of documents or consider any submission of documents as substantial compliance, reject any and all bids, declare a failure of bidding, annul the bidding process, or not award the contract, without thereby incurring any liability to the affected bidder/s or if the funds/allotment for the program/project/activity has been withheld or reduced through no fault of the procuring entity.
The BAC-Lapu-Lapu City assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.

Prospective Bidders must have the following requirements in addition to the eligibility requirements:
1. Valid Certificate of Product Registration (CPR), which will indicate
the distributors and manufacturers of each drug
2. Valid License to Operate (LTO) which will indicate the list of sources of the
Companies that a distributor is only to carry and sell/ Authority to Distribute
3. License to handle dangerous drugs
4. Valid certificate of good manufacturing practice
5. Distributorship agreement duly received by the FDA
6. Expiry date should be at least 18 months from receipt of delivery
7. Certificate of Existence & location map of their Warehouse with an
Inventory proportionate to the total ABC amount to be bidded.
