Tenders are invited for PeopleSoft Global Payroll Technical Consultant.

Background

UNDP has rolled out an integrated PeopleSoft system (Atlas) in support of its administrative and management functions. The Global Payroll Services unit (GPS), located in Copenhagen, Denmark, is primarily responsible for the payroll processing of International and locally recruited Staff, UNV Volunteers and Service Contract holders worldwide, for UNDP and partner agencies.

The Consultant is part of the Atlas HCM Tech Team located within the Global Payroll Services Unit in the Global Shared Services Unit (GSSU). The Consultant will work under the supervision of the Manager of the Atlas HCM Tech Team working on the development and production support activities of the PeopleSoft HR, Benefits and Payroll system. The consultant will have back-filling responsibilities of the current team as well as technical tasks in additional projects as needed.

The incumbent should possess a strong background and experience in PeopleSoft Enterprise Human Resources and Global Payroll application support and development. The incumbent must be an effective communicator and be able to share knowledge within the team and to the organization. Experience with PeopleSoft Enterprise Human Resources and Global Payroll version 9.1 is required.




Duties and Responsibilities

Ensures monthly payroll production technical issues are resolved with highest priority and highest quality so that UNDP can provide an on-time, accurate Global Payroll Service to all personnel administered

· Cut-over support and immediate post-production support of the enhancements and implementations into production

· Provides technical and functional support for users, including fixing immediate problems as well as looking for longer-term system improvements

· Incident management - create, update, close production issues

· Tracks recurring issues with a view to providing longer term solutions

Develops Programs, Screens and Global Payroll Elements as needed for project specific requirements in PeopleSoft environment using PeopleTools

· Defines and executes changes to the PeopleSoft HCM application, including design, development, testing and sign-off

· Standard change implementation in line with corporate change management procedures

· Ad hoc change implementation in line with corporate change management procedures

· Unit, system and integration testing

· Co-ordination with the users for User Acceptance Testing

· Maintains functional documentation

· Maintains technical documentation

Provides reports from PeopleSoft HCM/Payroll system on-demand as needed by partner agencies, management, auditors, customers and other relevant stake holders

Other PeopleSoft technical tasks as assigned

Note:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

· Responsive/compliant/acceptable, and

· Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Motivation/Technical Criteria weight; 70%

· Financial Criteria weight; 30%

Issuance of an Individual Contract:

· The selected candidate is expected to sign a contract with UNDP

· As a result of a competitive process and upon selection of the most suitable candidate, UNDP may issue an offer for engagement through an Individual Contract or Reimbursable Loan Agreement.

· Either contract type will be issued along with the General terms and Conditions as annex to the respective contract

· The candidate will be expected to submit a signed P11 prior to the issuance of the contract

NOTE: Only candidates meeting the technical requirements will be considered for the next stage of this process which is the Financial Evaluation.

Contract will be awarded to the best qualified consultant who obtains the highest combined score (financial and technical).

Required Skills and Experience

Education:

· University Degree in the field of Computer Science, Information Technology or related areas with specialized relevant experience of at least six (6) years.

Experience:

· An experienced IT and PeopleSoft professional with 6 years overall IT experience developing and supporting PeopleSoft HCM applications and customizations, particularly with PeopleCode, SQL, SQR and Global Payroll configuration.

· Three or more years of PeopleSoft technical experience working in a large organization, preferably a mix of governmental organization and commercial sector, giving a blend of understanding of a complex organization, with a customer focused, service-oriented approach to payroll.

· Exposure to payrolls of more than one country/continent and working in a global context would be highly valued.

· Knowledge of UN/UNDP benefits and entitlements, as well as accounting and treasury procedures and processes, would be a plus.

Language Requirements:

· Fluency in English

· Knowledge of another UN language would be asset
