Tender Details

The World Bank Group-s Global Flaring and MethaneReduction Partnership (GFMR) is supporting PEMEX, Mexico-s state owned oil andgas company, in its efforts to reduce gas flaring and methane emissions. Aspart of this engagement, PEMEX and GFMR are seeking to develop a detailedunderstanding of gas flaring and venting emissions at PEMEX-s Gas ProcessingCenters and the potential actions for emissions abatement at these facilities. PEMEX, through its Industrial Transformationsubsidiary, Pemex Transformación Industrial (PTI), operates significant gasprocessing infrastructure in Mexico, including the Cactus Gas Processing Centerand the Nuevo Pemex Gas Processing Center. These complexes include multipleprocess units connected to high and low pressure flare systems and incorporatea variety of potential methane venting sources, such as compressor seals, glycol and amine units, pneumatic devices, storage tanks, and controlled ventstacks. Reducing routine and non routine flaring and non fugitive venting iscentral to improving environmental performance, reducing greenhouse gasemissions, improving energy efficiency, and aligning with international bestpractices. The attached Terms of Reference defines astructured diagnostic study focused on flare and venting emissions. The objectiveis to quantify baseline flare and venting emissions, identify their rootcauses, prioritize abatement opportunities, and produce a practical andimplementable set of actions and project opportunities to reduce greenhouse gasemissions.
