Request for proposals (RFP) are invited for Peer Review Consultant for Evaluation Support to Trademark East Africa-s Results Team.
TradeMark East Africa-s Results Team would like to contract the services of an evaluation expert to serve as a Peer Reviewer for Evaluations being undertaken in the (JEP). The main responsibility of the expert will be to provide an independent review of reports generated by the evaluation process to provide quality assurance before they are presented to the TMEA Joint Evaluation Group (JEG). The basis for the quality assurance will be international best practices in evaluation and qualitative and quantitative methodologies of analysis including report writing and presentation of data.

I. Quality Assurance and Support on Evaluations

Using Best Practices in Evaluation and Research as a Benchmark as Well as Expertise in Qualitative, Quantitative and Research Methodologies and Good Knowledge of the Practical Realities of Undertaking Evaluations in the East African Context, the Peer Reviewer Will:

ï‚· Review the Inception Report and Provide Feedback on the Evaluation on the Appropriateness of the Report Within the Limits of the Time, Cost and Logistical Constraints. Where Deemed Necessary, the Consultant Will Visit the Projects;

ï‚· Review the Reports Prepared by the Evaluators and Provide Feedback through the Tmea Results Focal Point on the Quality and Quantity of the Data Collected Using the Guidelines Provided, Any Gaps Observed and then Provide Feedback on the Analysis Undertaken and the Conclusions Made. The Consultant Will Propose Where Required Qualitative and Quantitative Evaluative Methodologies, Techniques and Tools that Could be Used to Improve the Quality of the Analysis;

ï‚· Ensure that Reports Fully Address the Evaluation Questions;

ï‚· Review the Lessons Learned and Recommendations Made to Ensure that They are Logical and Backed with Adequate Evidence Derived from the Information Gathered during the Evaluation;

ï‚· Provide Advice on the Relevance of the Findings, Conclusions and Recommendation to the Programme or Projects Objectives for All the Evaluation Reports Received;

ï‚· Advice on the Style and Presentation of the Evaluation Report so that It Can be Easily Understood by Non-Technical Readers and is Also Concise and Visually Appealing to Read.
