Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Oxford Instruments Plasma Technology is the only source capable of meeting the Government-s minimum requirements as outlined in the Statement of Work (SOW).
The WPAFB Air Force Institute of Technology is already equipped with Oxford Instruments equipment and cleanroom workflow. To ensure absolute compatibility and performance, all components must be from a single manufacturer. This integration is critically dependent on Oxford Instruments software and system interfaces currently in use. Extensive market research confirmed that no other manufacturer can meet this requirement. Therefore, Oxford Instruments is the only source capable of providing a system that satisfies these specific technical and operational needs.
Furthermore, the successful installation, commissioning, and validation of the system require access to proprietary OEM technical data and procedures that are not available to other vendors. AFIT/ENG also maintains a preventive maintenance plan for its existing Oxford Instruments equipment, which is serviced exclusively by Oxford-certified technicians.
