The Department of Justice (DOJ), Office of the Inspector General (OIG), intends to negotiate on a sole source basis with Axon Enterprise, Inc, utilizing an open market simplified acquisition procedure tool for a Firm Fixed-Price (FFP) contract.
The purpose for this FFP contract is to establish a purchase order that will continue to provide the DOJ OIG with hardware, accessories, and Digital Evidence Management (DEMS) platform. The purchase order will be for a base period and four option periods.
The NAICS code for this contract action is 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services (SBA Size Standard: $40.0 Million). The Product Service Code for this action is DK10 - IT and Telecom - Storage As A Service.
Based on market research, DOJ OIG has deemed that the items for the requirement being sought will need to be procured through Axon Enterprise, Inc. The OIG currently utilizes hardware, accessories, storage, licensing, support, and bi-directional sharing with other federal, state, and local law enforcement agencies through Axon Enterprise, Inc offerings. It is in the best interest to procure with Axon Enterprise, Inc due to DOJ OIG Investigation Division-s organizational need of the currently utilized offerings. Utilizing Axon Enterprise, Inc as a sole source offers the opportunity to procure the requirement without the OIG experiencing substantial duplication of cost related to customization, warranties, repairs, maintenance, etc. to new and existing requirements that could not be expected to be recovered through competition. It also allows continuity of operations for the DOJ OIG Investigation Division to meet its mission. It is recommended that the requirement be procured via open market sole source simplified acquisition procedures, utilizing authority found in FAR 13.106-1 (b)(1).
