Country: Lao PDR Description of the Assignment:The National Consultant supports the finalization of two complementary instruments - the NDC 3.0 Implementation Plan and the NDC 3.0 Investment Plan for Lao PDR - working under the guidance of the two International Consultants responsible for them and in close coordination with the Project Coordinator. Advanced drafts of both plans are already in place, and the NDC 3.0 that anchors them is under finalization in parallel. The assignment validates their assumptions against national realities, deepens the institutional and sectoral evidence behind them, keeps them aligned with the finalizing NDC 3.0, and runs the stakeholder consultations through which both plans are confirmed and finalized.The National Consultant provides the national-level capabilities this phase depends through direct line-ministry access, Lao-language documentation and engagement, primary data verification and consultation management. The role carries equal responsibility to both instruments and keeps them coherent with each other and with the NDC 3.0.A.
