The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Agro-Industries Technology division (PTC/AGR/AIT) an integral part of the Department of Agri-Business Development (PTC/AGR).
The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT:
Under the Private Public Partnership (PPP) Project Training Institute for Commercial Vehicle Drivers in Ethiopia, UNIDO, VOLVO, the Swedish International Development Cooperation Agency (SIDA), Selam Vocational Training Centre (VTC) and Federal Transport Authority are jointly engaged, where the overall objective is to transform the commercial vehicle drivers training in Ethiopia through a fully functional model training academy with an international standard and an inclusive curriculum focusing on highly needed skills and attitude, using state-of-the-art driving training equipment and training tools based on international best practices.
Vocational Technical Education should prepare both young men and women for professions or jobs that are based on non-academic approaches, related to specific trades, occupations or vocations in line with market demands. It includes technical skills development, as the trainees develop hands on expertise in a specific technology and sector.

Duration: EOD: 1 April 2019; COB 31 December 2019 (with the possibility of extension)

Main Functions
Under the administrative supervision of the Project Coordination Specialist and overall guidance of the UNIDO Project Manager (PM), in close collaboration with International Expert/s, the National Project Coordinator will perform the following tasks:
(A) Ensure the strategic direction of the project remains consistent with the project document and Project Steering Committee decisions; and contribute to the overall coordination of project activities as well as in the management of local project teams:

coordinate the project planning and implementation of the training academy;
supervise the day-to-day operations of the project, according to the PPP document and the annual work plan and budget;
Direct and review contributions from national project staff on substantive matters; with inputs from national staff and local observations, provide recommendations to UNIDO headquarters pertaining to the elaboration and implementation of project activities; ensure the technical soundness of interventions and adherence to UNIDO technical cooperation guidelines;
ensure timely and efficient communication with HQs regarding administrative and financial procedures;
oversee correct use of assets including vehicle and any other project-supplied equipment;
preparation of detailed annual work plans and to put in place an effective monitoring system;
Continually review and update the work plan for the establishment and sustainability of the institute. The work plan will be the basis for periodic review and monitoring;
in coordination with the project team, contribute to the development of curriculum & training materials, accreditation, etc.;
in coordination with the project team, contribute in the execution of participatory assessments, institutional capacity building activities, sponsorship & apprenticeship, and employment access to the trained youth in the area, etc.;
in coordination with the project team, contribute to the preparations and arrangements of various short term training courses for trainees to be sponsored by various companies on heavy duty vehicles & machinery in Ethiopia;
in coordination with the project team, contribute in the realization of revenue generating activities to make the academy financially sustainable
in collaboration with the project staff at site, facilitate a speedy process of local purchases and customs clearance of imported goods;
accompany the missions of HQs partners staff and international experts to facilitate the project implementation and discuss/review the modalities of implementation;
in coordination with the project team, contribute to the preparation of tender documents for the procurement of works, goods or services;
supervise the functioning of the training facilities to be established under the PPP.
(B) Ensure consultation with/among all project stakeholders and their active involvement in the PPP activities:
maintain effective coordination and working relations with the relevant ministries, educational authorities, employers and other stakeholders;
take pro-active steps to ensure project stakeholders are well informed about the project and call for meetings to discuss issues of common interest with involved stakeholders;
ensure coherence and leverage synergies with related projects
(C) Contribute to the development of appropriate Monitoring and Evaluation (M&E) tools tailored to projects thematic fields and report on progress of the overall project:
oversee the establishment and implementation of a M&E system to assess the results of the project;
aggregate Quarterly M&E reports on a regular basis, share them with HQs and partners;
track the use of financial resources on an output by output basis, identify operational and financial problems and develop solutions.
(D) Undertake any other activities as requested by UNIDO Project Manager.

Minimum Requirements
Education
Advanced university degree in Engineering, with a specialization in mechanical or automotive engineering.

Languages
Fluency in written and spoken English is required.

Field of Expertise
A minimum of 7 years of practical experience in the field of project management and coordination, project monitoring and evaluation, including experience at the international level involving technical cooperation in developing countries with particular reference to VTC and PPP activities.
Exposure to the needs, conditions and problems in developing countries.
Excellent team player with the ability to work under pressure and meet strict deadlines.
Good communication and interpersonal skills, and the capacity to deal effectively with sensitive issues.
Computer literate.
