Background:

UNICEF together with other UN agencies (ILO, FAO, WFP and UNISDR) implements an ECHO-funded project “Strengthening capacity of ASEAN Member States (AMSs) to design and implement risk informed and shock responsive social protection” with focused work in selected AMSs including Cambodia, Myanmar, Philippines and Viet Nam. The project aims to support ASEAN Member States to improve the availability of policy and operational options for AMS to strengthen shock-responsiveness of social protection systems including reference to: (i) design options, (ii) financing and (iii) scale-up triggers. This objective will be achieved through three expected results with Result 2 supporting Result 1 and both feeding to Result 3:

· Result 1: Improved evidence-based policy and operational options to build risk informed and shock responsive social protection systems in ASEAN and selected AMSs.

· Result 2: Capacity and roadmap developed in selected AMSs to strengthen Early Warning System (EWS) to trigger shock responsive social protection.

· Result 3: ASEAN guidelines on risk-informed and shock-responsive social protection developed and submitted to relevant ASEAN bodies for adoption.

In Myanmar, the project expects to deliver the following specific results:

· Country in-depth study that provides policy and operational options to adapt SP systems to be risk-informed and shock-responsive and;

· Increased awareness and capacities of concerned Government agencies to design and implement shock responsive and risk informed SP

Objectives of the Consultancy:

The National Consultant for Shock Responsive Social Protection will:

· Building on existing available studies, work with the International Consultant (IC) to develop a contextually relevant analytical framework to map the existing social protection programmes, institutional arrangement, main actors, and financing instruments in social protection, disaster risk management, and early warning system;

· Undertake the mapping by desk review and interviews with key informants and prepare initial report;

· Work with the IC and UNICEF Myanmar Country Office to prepare for the Workshop that aims at reaching consensus on the selection of 1-2 SP programmes, technical approach and work plan to develop operational and design options to scale up these programmes;

· Support the IC in conducting further analysis and development of operational options and roadmap;

· Support the IC in conducting a national dialogue to present/validate the operational options and roadmap;

· Lead further consultation process to obtain feedback on the operational options and the road map;

· Support the IC in the preparation and conduct of the Design Workshop for the scaling up of selected SP programmes;

· Provide quality inputs to the formulation of design options;

· Contribute to the development of recommendations of policies and measures to implement the options;

· Provide inputs to interim and final reports;

· Support UNICEF in further consultations with key government ministries, UN agencies, CSOs and development partners and agreement on how to take the recommendations forward and the conduct of the final workshop; and

· Submit bi-monthly progress report and an end of assignment report with description of activities performed, outputs delivered, lessons learned and recommendations.

· Contribute to the overall discussions/consultations and development of operational and design options to scale up one or two selected SP programmes

· Contribute to the preparation and conduct of national consultations and workshops and draft synopsis of workshop proceedings

Assignment Tasks and Expected Deliverables:

Task 1:

Lead mapping of ongoing SP systems: Undertake a literature review coupled with key informant interviews to (i) map the framework and policy context, institutional arrangements, existing and planned flagship social protection programs, cash and near-cash transfers including by humanitarian actors, food transfers, nutrition programs, school feeding, price subsidies, (labour-intensive) public works programs, and fee waivers including programs implemented - ideally at scale - by development and humanitarian actors. (ii) map existing DRM policy-institutional-programmatic architecture especially pertaining financial or in kind measures for disaster preparedness, response, recovery, and mitigation; (iii) analyse the SP programmes in their pitch, design, coverage, nature of ‘protection- provided, financial aspects, and operational aspects; and (iv) examine the element of current ‘shock responsiveness- and ‘risk-informed- inherent in these SP programmes. This analysis and examining needs to be guided by a frame of analysis based on the following key questions:

· What is the typology and characterization of the existing SP system in Myanmar and how do these address the existing (viz. varied structural, underlying and immediate), emerging and residual disaster risks faced by the vulnerable and poor in the country?

· What interventions are in place or have been implemented in relation to risk informed and shock responsive SP systems? What are the features in terms of programme design (coverage, nature of ‘protection / benefit-, duration, and such) of these SP systems? What design and implementation features of these SP systems have elements of flexibility and adaptability that facilitate timely and adequate shock response?

End Products/ Deliverables 1:

· Report of mapping of existing social protection programmes in Myanmar (25-30 page with data collected through assignment including key informant list and social protection costed sector plan)

· Bi-monthly progress report specifying the contributions as in line with the finalized and agreed upon work plan

Task 2:

· In coordination with UNICEF colleague of Emergency Unit, support on providing overview of early warning systems in Myanmar in terms of its design and functioning and in how it is or can be used, if any, by the existing SP programs.

· Support mapping existing institutional entities involved in coordinating, implementing and monitoring, social protection, early warning, and disaster risk management programs

· Support IC with analysing the existing SP schemes, by using the developed framework

· Based on the above-mentioned mapping and framework, support the IC in conducting in-depth analysis of SP systems and programmes in terms of their potentials for adaptability to be risk informed and shock-responsive;

· Support IC with assessing the factors enabling (or challenging) the SP schemes to provide extra benefits or expand to shock-affected populations

End Products/ Deliverables 2:

· Mapping matrix of risk financing instruments linked to disaster response in Myanmar

Task 3:

· Support formulating recommendations for contextually relevant and realistic measures at the policy, design, management, and financial levels to implement these options.

· Based on the above analysis, support developing clear recommendations for measures to be taken at the policy, design, management, and financial levels for adapting the shortlisted SP schemes to make them shock responsive.

· Support facilitating dialogues among relevant national and local authorities and other stakeholders to raise their awareness, create buy-in, validate findings, assess options and engage them in future implementation of these recommended options.

· Support designing and organizing these national and sub-national consultations in a way that will also help to identify capacity gaps to be addressed in longer term interventions to support the efforts of for scale up / adaptation of SP schemes to be risk informed and shock responsive.

Qualification and specialized knowledge/experience required for the assignment:

· Advanced university degree in Social Science, Public Policy, Economics or related field.

· Minimum 10 years of professional work experience in policy, technical assistance related to social policy and/or social protection.

· Proven knowledge and experience of the social protection system in Myanmar.

· Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders, advance ability to work quickly and under pressure.

· Prior experience in social protection systems including cash transfer in emergencies.

· Proven ability to work both independently and as part of a team.

· Language requirement: Excellent written and oral communication skills in English and Myanmar language.
