Background
Excessive intense rainfall in February 2017 (the short-dry seasons) in the Upper Marowijne catchment area caused unexpected rapid flooding of many villages along the shores of and on islands in the Marowijne River affecting about 3000 people. In the absence of piped drinking water, people collect rainwater for drinking water, while in the dry season water from creeks and the river is used. The PAHO/WHO country office in Suriname in collaboration with UNICEF, government ministries, agencies and the district commissioner of Marowijne is providing technical cooperation and assistance to coordinate the delivery of Water, Sanitation and Hygiene (WASH) supplies and trainings to communities regularly affected by floods in the Upper Marowijne area.
In April-May 2018, tanks were distributed to the selected villages. Early May, locations were assessed during a fact-finding mission and marked with GPS coordinates. The next phase is the installation of the water tanks. Five contractors were selected for the installation. The scope of work is to be achieved through the combined effort of PAHO and UNICEF.
In the period March 5th, 2018 through June 30th, 2018 PAHO contracted the support of a consultant for managing the project.
For the current installation phase there is a need for the continuation of the support by the consultant for coordination and oversight of the field work by the contractors. Furthermore, organizing and coordinating the logistics regarding material and people.
1. Purpose of the Assignment
The Upper Marowijne Project Manager will assist and coordinate the delivery and installation of Durotanks and VIP Latrines as well as the integrated trainings in proper construction in the selected affected areas in Upper Marowijne. As the goods are delivered, services for community stakeholders in the form of trainings in support of the sustainable use and maintenance of WASH in target areas will also take place and be coordinated by the Program Manager.
2. Scope and Methodology
Approximately 300 durotanks will be delivered and installed as part of the work under the supervision of the Project Manager. The Project Manager is responsible for the timely and diligent use and execution of funds. He or she will report to UNICEF and support the reporting to the Steering committee and the Task Force in implementing and executing the Project Implementation Plan in a timely fashion.
3. Major Tasks to be accomplished:
Under the direct supervision of the Education Specialist and close collaboration with the key partners in this project the consultant will support the implementation of the Marowijne WASH project.
More specifically, he/she will:
1. Manage, oversee, update and facilitate the Implementation of the Upper Marowijne WASH Project Program Implementation Plan (PIP) and track and ensure timely and efficient implementation of the PIP towards reaching the project's objectives by the 30th of September 2018;
2. Coordinate with government and private counterparts the timely procurement, logistics and delivery of necessary goods according to the PIP (Durotanks, materials) and people by the 30th of September 2018;
3. Coordinate with government, private and volunteer counterparts for trainings in support of the adequate installation and maintenance of the WASH relief products, ensuring all trainings are conducted by the 30thof September 2018.
