In 2020, IFCcommissioned a housing market study that resulted in a 2021 publication, “TheStudent Housing Landscape in South Africa Market Assessment.” This reportoffered a comprehensive assessment of the South Africa student housing sector, including supply and demand, economic and social aspects of the delivery ofstudent accommodation and costs (construction and operational &maintenance). The objective ofthis work is to (1) assess the current state of the PBSA market and (2) identifycommercially viable, scalable, and replicable private sector investment modelsthat offer clear exit pathways for investors and support investmentconsolidation. The scope of workwill require updates to key PBSA market information including policy changes, PBSA bed inventory, pipeline projects, and the supply and demand gap. Thissection should also provide a strategic framing highlight priority areas forcommercial delivery and include assumptions, data sources, and limitations. Thesecond part of the scope of work is the assessment and development of theprivate sector investment models including identification and assessment ofdelivery models, operational comparisons, ownership models and investmentvehicles, commercial viability factors, green building certificationopportunities, and gender differentiated design and operations. The second partof the scope of work should provide targeted recommendations on commerciallyviable models and financing structures by market segment based on affordabilityand pricing. Highlight entry points for private capital and propose de-riskingmechanisms where needed. Outline the actions, partnerships, and enabling conditionsrequired to implement scalable and bankable delivery at-scale.
