The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit, negotiate and make an award for a Fixed-Price contract on a limited competitive basis between the approved sources Warren Machine Technology (CAGE: 1BAG3) and DeVal Life Cycle Support, LLC (CAGE: 11201). This procurement is for the production and delivery of Bomb Hoist, HLU-288/E (SHOL's) P/N: 1353AS100-1 for MQ-25A Stingray Unmanned Aircraft Systems (UAS) Program in support of the United States Navy (USN).
This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10, U.S.C. 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy the agency requirements.
A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified.
The Bomb Hoist is designated as a Critical Application Item (CAI). DFARS 209.270(e) states that “The head of the contracting activity responsible for procuring an aviation or ship critical safety item may enter into a contract for the procurement, modification, repair, or overhaul of such an item only with a source approved by the head of the design control activity.” For this particular item Naval Air Warfare Center Aircraft Division (Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst (LKE) is the Technical Authority (TA). Warren Machine Technology (CAGE: 1BAG3) and DeVal Life Cycle Support, LLC (CAGE: 11201) are currently the only approved sources that can manufacture the required Bomb Hoist. In order to award to any company other than either Warren Machine Technology or DeVal Life Cycle Support, LLC an engineering and quality assurance audit would need to be conducted on an interested company.
