the ministry of environment (moe) invites proposals to develop a monthly gr

oundwater

budget for aquifers in the cobble hill-mill bay area on vancouver island.

The purpose of the groundwater budget study is to support licensing of new

groundwater

users under authority of the water sustainability act through achievement o

f the following

objectives:

(1) development of a conceptual groundwater model describing regional grou

ndwater

movement, groundwater recharge, and interaction with surface waters;

(2) quantitative assessment of aquifer recharge and aquifer discharges, es

timates of

groundwater use, and estimates of water availability for groundwater licens

ing based on

existing information; and

(3) identification of data gaps and monitoring activities for improving es

timates of

groundwater fluxes and availability.

The project scope of work, contract format, and selection criteria are des

cribed in the

attached short-form rfp (srfp). Proponents must submit proposals electroni

cally using

the sfrp proposal form, attached as appendix a.
