OVERVIEW

The Government of Antigua and Barbuda (GOAB) has received financing from the Caribbean Development Bank (CDB) towards the cost of Rehabilitation and Reconstruction Loan (RRL) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOAB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Natural Disaster Management - Rehabilitation and Reconstruction Loan (Hurricane Irma) Antigua and Barbuda Project is a complex Project proposes to address a number of critical recovery needs for the population of Barbuda. As the Project will involve both building works and civil works to implement the design and construction activities of the Project, CDB there will be a need to engage a Monitoring and Evaluation (M&E) Specialist to develop an M&E approach that will encompass all of the Project components in a gender-sensitive manner.

This Project is being implemented by the Ministry of Works (MoW), through the establishment of a Project Implementation Management Unit (PIMU). A Project Coordinator within the PIMU shall be responsible for the day-to-day management of project activities.

MoW (hereinafter referred to as “the Employer”) intends to engage the services of a suitably qualified consultant for a duration of this sub-project.



OBJECTIVES

The overall objective of this Consultancy is to support the PIMU to monitor and report on Project results through developing (including the collection of baseline data), managing and implementing a quality M&E system designed to facilitate implementation, track performance and ensure evaluation-readiness of the Project. This will include, but not be limited to:

· Supporting the PIMU to elaborate the appropriate output and outcome level indicators to ensure socially inclusive and gender-responsive monitoring of all Project components.

· Identifying any difficulties or impediments that may occur in applying and tracking against the M&E framework and guide remedial actions to ensure that the Project achieves its intended objectives.



SCOPE OF WORKS

The Consultant will carry out all research, data collection, analysis, reporting and related work required to attain the objective outlined above. While the Consultant will lead the following activities, it is expected that they will concurrently build the capacity of the PIMU team to implement the resulting M&E system. The Consultant will be expected to, among other things:

· Validate and finalise the Results Monitoring Framework (RMF), including desired output, outcome and impact indicators, baselines and targets. These will be gender-sensitive, with all relevant data disaggregated by sex, age group (under 30 and over 29 years), disability status (with and without, type of disability), and poverty status (social assistance proxy); and

· Develop a detailed Results Monitoring Plan which clearly outlines the methods, sources, responsibilities and timelines for data collection by Project component. The Plan will be gender-sensitive, with all relevant data disaggregated by sex, age group (under 30 and over 29 years), disability status (with and without, type of disability), and poverty status (social assistance proxy).



TIMING, QUALIFICATIONS AND EXPERIENCE

This assignment is expected to require a maximum of 30 days over a period of 8 weeks.

The Consultant must possess the following:

· A Master-s Degree in a Social Science discipline - statistics, sociology, anthropology, community development, international development, etcetera - or related field.

· At least five (5) years- work experience in international development including at least four years- experience in monitoring or evaluation of development assistance projects.

· Strong demonstrated ability in evidence-based research using qualitative and quantitative research methods in developing countries.

· Completed some form of specialised training in M&E: official certificate or diploma programme, or a recognise training programme.

· A broad-based understanding of development issues and operational and technical issues affecting project design and implementation with a particular focus on infrastructure projects.

Assets for consideration would include:

· Postgraduate studies in a related Social Science discipline.

· Experience with project management in an international development context.

· Experience in Antigua and Barbuda and/or the Caribbean Region.

GOAB now invites interested eligible individuals to submit Expressions of Interest indicating qualification and experience required to provide these services.

ELIGIBLITY

Consultants shall be eligible to participate if:

the persons are citizens or bona fide residents of an eligible country; and
in all cases, the consultant shall have no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
the consultant is not subjective to any restrictions under European Council Regulation No. 2580/2001 or 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the United Kingdom with a view to combating terrorism.


Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB-s Guidelines for the Selection and Engagement of Consultants (2011).

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience. Further information may be obtained from the first address below between 08:00 and 16:00 hours Monday to Friday.

INSTRUCTIONS

Four (4) hard copies of the Expressions of Interest must be received at the first address no later than 1500 hours on March 29, 2019 and one electronic copy must be sent simultaneously to CDB at the second address below. The sealed envelope containing each submission should include the name and address of the consulting team and shall be clearly marked “Expression of Interest - Monitoring and Evaluation Specialist Consultancy Re: Rehabilitation and Reconstruction Loan Project (RRLP)”.

Following the assessment of submissions, the most technically capable and appropriately experienced individual will be invited to negotiate a contract to provide the consultancy services. GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
