This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The pathology & laboratory service at the tampa veterans affairs medical center (vamc) requires a molecular diagnostics cost-per-test (cpt) system. Capable of running multiplex testing of hcv genotyping, warfarin genotyping, and respiratory viral panel (rvp).the system shall include analyzer, test kits, installation, training, preventive maintenance, hardware /software upgrades, complete service support and warranty coverage. This cpt system may be genmark or an equal system. The combined synopsis solicitation number va248-16-q-0895 is issued as a request for quotation (rfq). An authorized government representative shall be provided to the vendor with the successful quote to coordinate delivery/services at the time of award
this rfq and incorporated provisions and clauses are those in effect through federal acquisition circular 2005-89 (dated 7/14/2016). The combined synopsis solicitation is unrestricted with no set asides available. The naics code is 334516 (analytical laboratory instrument manufacturing); the psc code is 6640 (laboratory equipment and supplies). The rfq shall solicit quotes for a molecular diagnostics instrument (manufacturer is genmark) or equal. Any "or equal" response shall identify manufacturer and include parts list, along with details on how such item(s) meet government requirements. Interested parties shall review attachment a: price schedule for description of items, quantities, units of issue, and effective delivery/performance periods. Interested parties shall also review attachment b: statement of work (sow) for required supplies/services. All quotes shall be evaluated for compliance with attachments a and b.

addendum far 52.212-2 evaluation -- factors
the government will award a contract resulting from this rfq to the responsible vendor whose quote conforming to the price schedule and sow will be most advantageous to the government, price and technical acceptability considered. The following factors shall be used to evaluate quotes:
o technical acceptability (to supplies/services stated in the sow)
o price (lowest price meeting technical specifications)
the tampa vamc is located on 13000 bruce b. Downs, tampa, fl 33612. Questions must be submitted not later than 22 august 2016. Vendors shall e-mail complete questions and/or quotes to [email protected] not later than 1 september 2016 at 11:00 am est. A written notice of award mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract based on acknowledgement of the best value to the government.
