Assignment Description
The objective of IFCs Morocco Climate Entrepreneurship project is to contribute to unlocking clean technology markets in Morocco by building the capacity of the Cluster Solaire and Moroccan ecosystem players to support green ventures in Morocco. This will in turn help contribute to creating high-quality jobs in the sustainable energy and other cleantech sectors while helping Morocco mitigate and adapt to climate-related challenges through local solutions and stimulating growth. This project has been launched by the IFC in partnership with Cluster Solaire/Morocco Climate Innovation Center (MCIC).
As part of the project, we are looking to identify a senior consultant that will act as M&E Lead/Enterprise Architect to support the Cluster Solaire/MCIC. The Consultant`s primary focus is to improve current and future management of outputs, outcomes and impact through the implementation and documentation of the process. He/she will be responsible for the design, coordination and implementation of data collection, analysis and reporting of findings and learnings from the various Cluster solaire programs. The Consultant will also provide support and guidance to the respective team members to ensure tasks and activities are completed with M&E considerations as well as alignment with the organisations strategic objectives. Finally, the Consultant will propose and implement processes that helps improve performance and achieve results.
The Consultant should ensure that the respective business, application, data and technology perspectives are in line with the organisation`s technology and governance strategies, policies and standards. He/she will be expected to conduct enterprise analysis, design, planning, and implementation, using a comprehensive approach at all times, for the successful development and execution of strategy. The Consultant also recommends and participates in the analysis, evaluation and development of enterprise long-term strategic and operating plans to ensure that the programme objectives are consistent with the enterprises long-term business objectives.
The Consultant will assist the team with implementation of the below activities:
1. Enterprise Development - design as well as data collection, analysis and reporting from members/startups for Cluster solaire/MCIC.
2. Skills Development - strategic oversight, facilitation of workshops as well as data collection and analysis for entrepreneurs and Cluster solaire / MCIC.
3. Other key Activities represent Cluster solaire in various stakeholder engagements provincially as well as for the head office; Lead learning and strategic development reporting; Advise on policies & procedures as well as provide resource management; Provide coaching and support for the Cluster team and the various progams.

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
