Tenders are invited for Azerbaijan: Marketing and Export Promotion Specialist - Azerbaijan Private Sector Activity (APSA).

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Marketing and Export Promotion Specialist position on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;

Improve the business environment for micro, small and medium businesses; and

Support Azerbaijan-s economic reforms.

Position Description:

The Marketing and Export Promotion Specialist will design and implement activities to create market linkages among value chain actors and increase access to domestic, regional, and international markets. He/she will collaborate closely with agricultural enterprises, business groups, certification bodies, and/or other institutions to support business development and marketing for target products.

Responsibilities:

*Support the development of export promotion plans for key products;

*Organize promotional events, including B2B events, to raise public awareness of products produced in Azerbaijan; support the development of study tours;

*Participate in export promotion and investment conferences in Azerbaijan or internationally;

*Stay informed (via regular research and networking) of regional and international market trends, developing scopes of work for periodic market assessments;

*Expand and formalize linkages between producers, collection centers, and processors as well as potential buyers and trade partners;

*Identify training and capacity building needs, especially in food safety and certifications for potential export products.

Qualifications:

*Bachelor-s degree in business or public administration, economics, food safety, trade policy, or other relevant field is required; master-s degree preferred;

*Minimum of seven (7) years professional experience in the provision of export promotion, readiness, and policy expertise;

*Experience conducting market surveys and developing export promotion plans for agricultural products;

*Expertise in import/export procedures and trade legislation in the Azerbaijan context;

*Knowledge of certifications and standards required by Eastern Europe, the European Union and/or the Gulf States, and proven experience facilitating trade linkages and deals;

*Understanding of bilateral/regional trade agreements and ability to contribute to trade policy design in Azerbaijan;

*Experience designing and facilitating trainings for small and medium enterprises;

*Experience working in the agriculture sector and with agribusiness highly desired;

*Professional proficiency in Azerbaijani and English is required; proficiency in Turkish and/or Russian is a plus.
