Market dialogue: development of the Tivoli plot in the center of Sandefjord
Background Sandefjord municipality invites the supplier market property developers, investors and other relevant players - for market dialogue on the development of the Tivoli site in the center of Sandefjord (land owner Sandefjord municipality). The Tivoli plot is a centrally situated area of ​​approx. 13, 000 m2 in the center of Sandefjord. The property is regulated for city center purposes, including residential, commercial and cultural purposes, cf. area plan PlanID 20220007. The municipal council has decided that the property will be developed through a joint venture with equal ownership between the municipality and a private partner (50/50), and that the partner must be selected through a competition (decision KST-016/26). The proposed collaboration model means that the municipality makes the plot available to the joint venture and the private partner contributes capital corresponding to the agreed market price. The value of the Tivoli plot is determined through the competition based on the market price, in line with the market operator principle and state aid regulations. More information about the chosen implementation model and company structure can be found in a separate information letter, to which stakeholders are given access. For the municipality, it is important to find a suitable partner with access to long-term capital, as well as relevant experience and expertise for the development of the Tivoli site.
