The Work and Income (W&I) cluster of the Municipality of Rotterdam, hereinafter also referred to as: the Municipality, is preparing to choose a new agreement regarding an app for executive employees of Rotterdam Inclusief. Rotterdam Inclusive (RI) has more than 2, 300 employees. Within this group there is a clear division in terms of digital access. About 600 employees have a municipal account. Approximately 1, 700 employees do not have access. This group works on implementation locations or is seconded externally. This creates a digital divide within RI and within the municipality of Rotterdam. The consequences include limited access to information, news, training and HR facilities. This hinders involvement, development and equal opportunities. This places the group that most needs clear and accessible communication at a distance. The aim of this tender is to realize a user-friendly, safe and future-proof solution digital solution that contributes to effective communication, inclusion and development for all RI employees. The solution must be easy to use and match the diverse digital skills within RI. In preparation for the proposed tender, the Municipality will organize a market consultation.
