Tenders are invited for Logistics Consultant for the WHO Emergency Medical Teams Initiative.

1. Purpose of the Consultancy

The consultancy will refine, harmonize, update and finalize the technical guidance notes and minimum recommendations on a series of logistics and WASH topics for inclusion in the forthcoming Emergency Medical Team (EMT) toolkit.

2. Background

The guidance document Classification and Minimum Standards for Foreign (Emergency) Medical Teams in Sudden Onset Disasters highlights the importance of specific yet often overlooked logistics and operations in emergency contexts.

Self-sufficiency, field facility and field hospital support both in terms of logistics and WASH, and effective supply chain management are critical to the functioning of Emergency Medical Teams in disasters and emergencies. There is a need for practical guidance in logistics/WASH and operations support for established EMTs and for those organizations seeking to create EMTs. The new guidance will be for national and international EMTs building on the WHO EMT Initiative convened logistics technical working group. This group developed minimum technical standards and recommendations for logistics support and instructional materials for construction and support of EMT field hospitals. Outputs of the working group included:

· Identification of existing tools and resources to provide operational support to deployed EMTs and where gaps exist, developed new resources and practical guidance to address these;

· Drafted frameworks for EMTs to establish and operationalize a logistics function and the development of Standard Operating Procedures (SOPs) for the generation, maintenance, and access to water, power and lighting, food, shelter, medical and general waste disposal, sanitation, communications, and transport;

· Drafting of a framework for the definition of the minimum requirements (minimum standards) for the ‘logistics support to medical operations- specialist cell intended as a team to support the quick rehabilitation of, and logistics support to, local health facilities;

· Drafting of a framework for the definition of minimum standards for logistical support teams aimed at facilitating the international coordination of medical and public health operations (i.e. transport coordination, cold chain support for vaccination campaigns, logistical support for public health experts/teams;

· Drafting of case studies from lessons learned of existing EMTs.

These outputs now need to be updated, edited and finalized in order to be made available to EMTs. As part of the finalization process, these outputs will be included in the new edition of the “Blue Book” and EMT “toolkit”, which are both currently in development. The “Blue Book” is the second edition of the classification and minimum standards text for national and international EMTs and will be finalized and published by June 2019. The EMT toolkit is a new online platform for sharing resources, including SOPs and practical guidance, among the global EMT community. It provides a practical “how to” guide for teams seeking to establish or improve in areas such as clinical, logistics, training and Human resource management etc..

End date: 30 May 2019

Total amount of time: 50 days

4. Work to be performed

Deliverable 1: Support the finalization of the EMT minimum technical standards and recommendations for logistics, including instructional materials for construction and set-up of EMT field hospitals, for inclusion in the forthcoming Blue Book and EMT toolkit. This will draw heavily on the work completed by the logistics working group.

Deliverable 1.1: Finalize the technical guidance for logistics operations and commodities lists for EMTs responding to sudden onset disasters and other health emergencies by:

· reviewing, editing and updating resources and tools in critical areas such as water, power, food, shelter, medical and general waste disposal, sanitation, communications, and transportation etc., including identifying gaps and developing new practical guidance to address these;

· and update instructional materials for construction and set-up of EMT field hospitals.

Deliverable 1.2: Review, provide an expert technical edit and help finalize the logistics section of the final Blue Book manuscript drawing on the work completed by the logistics technical working group and maintaining consistency with the work described in 1.1 above.

Deliverable 1.3: Technically review, provide evidence and references and perform final edits on the EMT toolkit logistics sections ready for final uploading and launch of the EMT toolkit online platform by late May 2019.

5. Technical Supervision

The selected Consultant will work on the supervision of the EMT technical officer and EMT manager.

6. Specific requirements

· Qualifications required:

Essential: A first university degree in any relevant program

Desirable: An advanced degree in any of the fields related to Logistics. Significant and demonstrable experience in the field of Logistics or emergency response will be considered in lieu of an advanced academic degree

· Experience required:

Essential: Seven years of experience in developing and/or managing logistics and operational support to an emergency medical team, inclusive of field deployments, ideally in a low-resource setting;

Desirable: Experience working with other forms of emergency response agencies including civil defence/fire and rescue/emergency services, the military or an NGO.

· Skills / Technical skills and knowledge:

Experience in writing technical documents for use by response teams and emergency response personnel.

· Language requirements:

Excellent knowledge of English essential.

7. Place of assignment

While the incumbent may be based in her/his recognized country of residence during the Consultancy period, s/he will be requested to travel to Geneva at the start of the appointment, and on an as needed basis. Please note that consultants are not entitled to office space on WHO premises.

8. Medical Clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The consultant may be expected to undertake some travel to consult with the EMT team and the EMT community. This will be determined in discussion with the team.
