License tender, HSL's sales point network 2026 The procurement is subject to Chapter 11 of the Procurement Act for Special Sectors (Act on Procurement and Right-of-Use Agreements of Units Operating in the Field of Water and Energy Supply, Transport and Postal Services 1398/2016) of the corresponding license agreement. The provisions of Chapter 11 of the Special Fields Procurement Act apply to right-of-use agreements. According to Section 109 of the Special Fields Procurement Act, right-of-use agreements must follow a procedure that is the same as the general rules of Section 3 of Special Fields in accordance with the principles. The object of the acquisition is a sales point network consisting of several suppliers, which produces the sales and loading service of HSL cards and HSL QR tickets and the support services required for sales services. It also enables ticket sales in nearby municipalities and big cities in Finland. The goal of the competition is a model in which the selected suppliers have equal opportunities to price their services to the end users, in which case HSL does not pay a fee for the sale of tickets to the supplier, but the supplier collects his possible fee from the end user. The bidder is required to have the technical ability to integrate the cash register system with HSL's ticket sales system. In procurement, a framework agreement is made with several suppliers. Based on the tender the procurement unit selects a maximum of 3 suppliers, if offers in accordance with the request for tenders come from this many suppliers.
