NOTICE OF INTENT TO SOLE SOURCE TO DOBLE ENGINEERING COMPANYThe Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Doble Engineering Company of Watertown, MA under the authority of RFO FAR 12.201-1 - Simplified Procedures, for power-factor insulation testing equipment.WAPA currently leases the following equipment and software from Doble:a. Twenty-four (24) Doble Type M4100 test sets with associated hardware (test and control cables) for testing and evaluating in the field the condition of insulation systems in electrical power equipment by measurements of watts-loss, current and capacitance at a given applied voltage when connected to a commercial 110-volt, 60-hertz source. The test equipment shall have an output capacity of 100 milliamperes continuous and 300 milliamperes intermittent at voltages of from 2 to 10 kilovolts, 60 hertz, and be suitable for testing bushings, potheads, bus and disconnecting switch insulators, circuit breakers, instrument transformers, power transformers of all sizes, lightning arresters, insulating oil and other fluids, and power cables in lengths up to approximately 1, 000 feet. This also includes the same number of Doble-s Test Assistant (DTA) software.b. Four (4) Doble Type M4110 Leakage Reactance Module for performing short-circuit impedance tests on transformers for diagnosing winding deformation.c. Fifteen (15) Doble Type M5500 Sweep Frequency Response Analyzers (SFRAs) with cables.d. Twelve (12) Doble Type TDR900 Timing Function Tester for circuit breaker testing with cables.e. Two (2) Doble Type M7100 High Voltage Asset Analyzers, dual lead high and low voltage testers.f. Ten (10) Auto-Ohm 200 S4 DC micro ohmmeters.g. Associated Operating Software.
