Description:

Purpose of the contract
The purpose of this activity is to draft the amendments for the ethics application related to the development of health warnings (including text and images/pictures/graphics) for tobacco packaging in the Kingdom of Tonga and to provide the lay-out design of the health warnings for tobacco packaging specifications.
Background
Tonga has made significant strides in strengthening tobacco control since becoming a Party to the WHO Framework Convention on Tobacco Control in 2005 such as increasing taxes on tobacco products, prohibiting tobacco advertisement and promotion including point-of-sale display, and implementing smoke free public places. While the packaging and labelling requirements have been limited, Tonga included a clause to allow for larger health warnings in the local languages as well as to have pictorials as well. As such, this Agreement for Performance of Work (APW) is for drafting amendments for the ethics application related to the development of health warnings (including text and images/pictures/graphics) for tobacco packaging in the Kingdom of Tonga and designing the lay-out of the health warnings for tobacco packaging specifications

Method(s) to carry out the activity
Graphic layout of health warnings for tobacco packaging according to specifications from WHO and drafting (writing) of components required for ethics approval of the work as according to Tonga Ministry of Health Ethics Review Committee.
Output/s
Output 1: Draft amendments for the ethics application the development of health warnings (including text and images/pictures/graphics) for tobacco packaging in the Kingdom of Tonga.
Deliverable 1.1: Draft components of the ethics application
Output 2: Design the lay-out of the health warnings for tobacco packaging specifications
Deliverable 2.1: Final high-resolution lay-out of tobacco packaging with the 5-6 variations of each health warning.
Notes: Service provider must be able to provide his or her own equipment and software to produce high-resolution deliverables. WHO will provide the graphic health warning text and images for layout.

Specific requirements

- Qualifications required:

-Certificate or degree in public health, communications, or graphic design
- Experience required:

-At least 7 years of experience in public health or communication

-Experience working in the Kingdom of Tonga

-Experience drafting research proposals according to the requirements of the Kingdom of Tonga’s Ministry of Health Ethics Review Committee (preferred)
- Skills / Technical skills and knowledge:

-Graphic design for print materials

-Photography

-Public health research methods (preferred)
- Language requirements:

-Fluent in written and spoken English

-Basic knowledge of Tongan (preferred)

Proposed activities
