Tenders are invited for Lab Manager Consultant.
We are looking for a humanitarian professional to support us to set up a humanitarian innovation lab in Puerto Rico. Our aim is to complement traditional humanitarian response by bringing non-traditional actors together, undertaking deep problem analysis for humanitarian challenges, matching challenges with innovations that already exist and supporting new humanitarian innovations to grow. The role will be a Save the Children contract for 3 months and is only open to US citizens or those with the right to work in the US. We are looking for a Response Manager or Deputy Response Manager level.
Activities
1. Context analysis and Information Products
Build a Humanitarian Innovation Eco System Map - Using RIL tools and guidance the consultant will build an ecosystem map of organisations and people who are interested in Humanitarian Innovation. This will include actors innovation interests, actions, capacity, needs and more.
Build a Challenge Map - The consultant will use the guidance and tools of the RIL and work with a range of actors in country to build a challenge map. This map will identify and outline some of the core humanitarian challenges in country that can use innovation to significantly improve impact for affected populations.
Promote Humanitarian Innovations that are successful in Puerto Rico - The consultant will use the guidance and tools of the RIL and work with a range of actors in country to build an information tool around the best humanitarian innovations being used in Puerto Rico to share these across agencies for scale and uptake.
Innovation Forum - The consultant will coordinate and run at least one Innovation forum to share the outcomes and get feedback on the draft outputs above. This will be used not only to increase understanding of applicable innovation in country.
2. Set Up the Response Innovation Lab
This will include different pieces of work including:
· The selection of a local and innovation partner to be on the Country Level Executive team to guide the Puerto Rico RIL.
· Adapting the RIL Country Governance Template to Puerto Rico
· Selection of location host
· Hire a local lab manager for a 12 month position to run the lab as this role exits
3. Increase Donor Profile and Fundraising for the RIL
Create a concept note and discuss funding options with donors in Country to increase funding and support for the RIL.
4. Set Up the RIL Services and draft an Operational Plan
Set up the convene and matchmaker services in Puerto Rico with the support of the global RIL team. Produce and operational plan for the RIL, for the local Lab Manager to continue the RIL work.
Skills and Competence
· Experience in an incubator, a start-up advisory, social enterprise, innovation space or humanitarian field management
· Familiarity with operations of large INGOs
· Ability to write concise, credible and analytical projects and reports
· Experience of building effective networks and coalitions across a wide range of stakeholders
· Highly creative, highly collaborative, analytical and proven results-focus
· Passionate about improving the situation for people in Puerto Rico and building local capacity
· Experience working with the RIL innovation model.
