Background
In 2018, the African Union Commission (AUC) through the Women, Gender and Development Directorate (WGDD) pledged to strengthen its collaboration with the Regional Economic Communities (RECs) on the implementation of Gender Equality and Women Economic Empowerment Initiatives. For this purpose, the Gender and Social Affairs Division at the COMESA Secretariat has proposed an activity on the production of the 2018 Gender Statistics Bulletin as critical to enhancing availability of Gender Disaggregated Data in the COMESA Region but also Africa at large.

COMESA is the largest REC, which makes up a third of the African Continent, comprised of 21 Member States.1 These are Burundi, D. R. Congo, Comoros, Djibouti, Egypt, Eretria, Ethiopia, Eswatini, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tunisia, Uganda, Zambia, and Zimbabwe.

Member States are committed to the achievement of gender equality and women’s empowerment at both the national and regional level. In this regard, in 2017, COMESA embarked on the publishing of annual gender statistics bulletin.

In October 2016, the COMESA Ministers responsible for Gender and Womens Affairs adopted the COMESA Gender and Social Development Reporting Guidelines. The guidelines enable countries to report on progress made on the implementation of COMESA Gender and Social Development Programmes. The reporting guidelines also enables member States to develop country reports on their performance on major continental and global targets such as the 2030 Sustainable Development Goals (SDGs) as well as the African Union Agenda 2063. In 2017, ten out of the then 19 COMESA member States submitted their country reports using the developed guidelines.

Limited-availability of gender disaggregated data continues to be a challenge in the COMESA region. Without gender disaggregated data, planning and monitoring of progress towards the achievement of gender equality and women empowerment becomes a daunting task.

To address this challenge and ensure strengthened availability of gender disaggregated data at Member States level in different sectors, in 2016, the Council of Ministers directed the Secretariat to promote gender statistics in all sectors and to table the issue on gender disaggregated statistics at the COMESA Sub-Committee on Statistical Matters. The new COMESA Statistics Strategy 2017 – 2022 includes gender statistics as one of the key focus areas.

The availability of statistics is imperative towards the achievement of gender equality and empowerment of women. Gender Statistics enables the formulation of evidence – based national and regional policies, strategic frameworks, programmes and projects that address the existing gaps and opportunities.

Objective of the Assignment
The objective of this consultancy is to:
To compile 2018 Gender Statistics Report in COMESA Region.
To identify critical data gaps on gender statistics and raise awareness on the situation of women and men, girls and boys in COMESA Region using evidence based generated data.

Duties and Responsibilities
The Consultant will perform the following tasks in the course of this assignment;
Conduct a desk review on key indicators on Gender Statistics to identify data availability on gender statistics in the COMESA member States;
Consolidate country reports for COMESA member States on Gender Equality and Women’s Empowerment in line with the COMESA Gender and Social Development Reporting Guidelines;
Conduct field missions in selected COMESA Member States on the compilation of Gender Statistics.

Remuneration
The budget for this consultancy is a fixed amount of 3000 USD a month for six months a total of 18, 000 USD. This amount includes all of the Consultant's fees, reimbursable and profits as well as any tax obligation that may be imposed on the Consultant.

Qualification and Experience
Consultant should have the following skills and experience:

Education
i. Relevant post-graduate degree in Economics, Development Studies, or Social Sciences;

Experience
ii. 5 – 10 Years relevant experience on Gender programming, Gender mainstreaming and Statistics (Gender Statistics an added advantage);

Required Skills
iii. Skills on data compilation and Data analysis and has the ability to handle complex data sets;
iv. Knowledge of substantive issues in Gender Statistics and global commitments Gender such as the Sustainable Development Goals (SDGs) and Agenda 2063;
v. Excellent report writing skills and ability and communication skills;
vi. Computer skills and working knowledge of Microsoft Office packages and SPSS; and other software packages;
vii. Must be a team player, with a proven ability to communicate and interact with a variety of stakeholders both at regional and national level on Gender Statistics.

Duty Station:
This is a residential assignment. The consultant will be fully based in Lusaka, Zambia for the duration of the assignment. This assignment will be for a period of 6 months and can be extended at no cost until the finalization of the assignment.

The consultant will work under the direct supervision of the COMESA Director for Gender and Social Affairs Division and in close collaboration with the Head of the COMESA Statistics Unit.

The African Union Commission now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested candidate must provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. Consulting firms may propose individual consultant, but only the experience and qualifications of individual shall be used in the selection process, and that his or her corporate experience shall not be taken into account, and the contract would be signed with the proposed individual.

For evaluation of the expressions of interest the following criteria will be applied:
a) General Education Qualification and Relevant Training (20 points);
b) Experience Related to the Assignment (25 points);
c) Technical approach and methodology (45 points)
d) Work plan (10 points)
