General: EUROCONTROL* is an intergovernmental organisation with 41 Member and 2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond.
The Maastricht Upper Area Control Centre (MUAC) is part of the EUROCONTROL Agency and is tasked with the provision of Air Traffic Control (ATC) services to civil air traffic in the upper airspace over Belgium, Luxembourg, the Netherlands and the north-western part of Germany. MUAC also provides military services in the AMS FIR and in the HAN UIR above FL 245.
Technical subject matter:
Delivery, installation, testing, integration and commissioning of IP VPN Services used for Radio Direction Finder (RDF) data traffic between RDF Sites and the Maastricht UAC, together with support services to be guaranteed by a Service Level Agreement Main selection, assessment and award criteria::
TECHNICAL CAPACITY CRITERIA Pass/Fail
The tenderer must prove experience and competence in the fields of providing IP VPN Services across France, Belgium, The Netherlands and Germany for at least 10 years.
The tenderer must prove compliancy with Infrastructure requirements as defined in section 3.2 of the Technical Specifications.

The economically most advantageous offer will be established in accordance

with the following formula :

For the Technical tender, a weighting of 60% is applied, for the Financial

tender, a weighting of 40%
