Tenders are invited for International Organizational Development Consultant (2.5 months).

The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.
Below are the Purpose, Key Tasks and Deliverables expected throughout this consultancy assignment;
Purpose:
The purpose of the consultancy is to draft a country office strategy in talent management including requisite plans to bring about changes in knowledge, skill, abilities and mind sets to ensure delivery of expected results from each staff member in PNG office aligned to key priority areas identified in the Country Programme Document 2018-2022 and Annual Management Plan 2018. ÂÂThe draft strategy will be informed by the reports of the consultancies listed above and in addition, the reports for UNICEF PNG from the UNICEF Global Staff Survey in 2017 and the UNICEF Global Staff Pulse Survey in 2018 which also provide insights on areas related to human resource development as well as office effectiveness and efficiency that the management and staff need to strengthen towards ensuring that UNICEF PNG Human Resources are fit for purpose in achieving office wide Key Result Areas.

-the reports referred to above and the proposed recommendations in consultation with HR, Senior Management and Staff Association to agree on the action plan;
- the results of the recent staff survey of PNG office.
Share the consolidated document including summary of findings from the desk review.

#2. A draft Office Strategy based on the findings of the reviewed reports, and action plan and road map to implement proposed actions.
Recommend to the Senior Management an action plan with a clear implementation plan and roadmap on the best way forward for immediate and long-term action plan through the 1st and 2nd quarter of 2019.

#3. Final office Strategy corporating comments and feedback, including action plan and road map.

* The work will be done remotely and as such the consultancy will be home based. As required, consultations with sectoral staff will be conducted via phone/Skype, or email. All first drafts and reference materials and reporting guidelines will be provided by UNICEF PNG.
*NB: Number and date of draft submissions required is subject to change pending forthcoming guidance and adjustments to timeline.

PENALTY CLAUSE;
UNICEF reserves the right to withhold up to 25% of the total contract fee in the case that the deliverables are not submitted on schedule or do not meet the required standard. Copyright and ownership of all documents produced will remain with UNICEF.
Duty Station;
The consultancy is remote but may require a short visit to PNG, if needed.
For remote based, the consultant will be available by email, telephone and skype to facilitate inputs to and production of the report.
TRAVEL;
No travel required, except if needed and discussed with the consultant, otherwise via remote.
TIMEFRAME;
Start date: 15 December 2018 - End date: 28 February 2019
Key competences, technical background, and experience required FOR THE CONTRACTOR:
Consultants must offer the following demonstrated experience, knowledge and competencies:
· Advanced academic degree in HR, organizational development, psychology or any other human development degree.
· 10 years of professional experience in staff development, organizational development and leading change, at least 5 years of which is with staff in high risk/high stress work environments.
Applicant needs to indicate ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above. Applications submitted without a daily/monthly rate will not be considered.
Frequency of performance review:
Formal performance assessment shall be conducted at every stage of contract payment.
Discussions on contract work assignments and deliverables will be provided by the contract supervisor (Chief of Operations). The contract supervisor will be available, as/when required, to provide comments to submitted outputs in a timely manner.
