Tenders are invited for Azerbaijan: International Consultant to Support Azerbaijan State Sport's Academy with Updating the Curricula to Integrate the Main Aspects of Gender-Specific and Disability-Related Needs of Adolescents and Young People.

Recognizing that sport can play an important role in tackling a range of social problems, including social exclusion, while also promoting better health among adolescents, UNICEF Azerbaijan started engaging in sport for development initiatives back in 2007. Since then, important partnerships were established with the Association of Football Federations of Azerbaijan (AFFA), the governing soccer body in the country, the National Paralympic Committee (NPC) and other partners, aiming at harnessing the power of sport to increase participation of excluded and disadvantaged children and young people in society.
As a result, the first Children-s Paralympic Committee was established and the system of annual National Paralympic Games was introduced, a big-scale National Adolescent Consultation on Safe and Inclusive Sport was led in the run-up to the 1st European Games; advocacy and capacity building campaigns and events on Disability Stigma Reduction, Adapted Physical Activity, Non-Violencein Sport, Baku CityAccessibility were conducted with the key government stakeholders. A #GirlsCan campaign was launched in 2018 reaching more than 260, 000 people via social media and a Youth Forum was organized featuring prominent and successful Azerbaijani girls and young women to promote gender equality and inspire more girls to demonstrate their individual skills and talents. In addition, the first Guide for Coaches Working with Girls was developed and football coaches working with AFFA-s Women-s Football Leagues received training on how to engage and support girls in sports using the new guidelines.
The next step is to scale up the mentioned S4D programme components to the national level by integrating the main aspects of gender-specific and disability-related needs of adolescents and young people into the existing national education curricula of the Azerbaijan State Sport and Physical Education Academy (Sport Academy), the key government platform preparing physical education teachers and sport coaches for the entire country.
How can you make a difference?
Enhance the national system of preparation of physical education teachers and sport coaches through integration of the main aspects of gender-specific and disability-related needs of adolescents and young people.
Specific objectives:
Review the in- and pre-service curricula of the Sport Academy and provide recommendations on integration of the main aspects of inclusion of girls and children with disabilities into the mainstream education process, as well as sport and leisure activities, based on the previously developed tools, such as the UNICEF Guide for Coaches Working with Girls;

Prepare a group of specialists from the Sport Academy to act as master trainers for AFFA football coaches working with Women-s Football Leagues, sport coaches working with different sport federations, coaches working with children and youth with disabilities, as well as students of the Sport Academy.
Description of tasks
In consultation and close cooperation with UNICEF Adolescent Development Programme and Sport Academy:
Stage 1: Undertake a desk review of the existing pre- and in-service educational/training programmes provided by the Sport Academy.

Stage 2: Review the UNICEF-developed Guidelines for Coaches Working with Girls, modern international guidelines for working with children and adolescents with disabilities and propose a methodology to introduce the Guidelines to the Sport Academy through a training for trainers with a selected group of specialists who will then act as trainers for coaches from different sport platforms.

Stage 3: Develop a TOT module to be used to train a selected group of specialists from the Sport Academy who will then act as trainers for coaches from different sport platforms focusing on integration of the main aspects of inclusion of girls and children with disabilities into the mainstream education process, as well as sport and leisure activities. The module should include all necessary training tools, visual materials and handouts.

Stage 4: Provide a four-day training for a selected group of specialists from the Sport Academy.

Stage 5: Evaluate the level of uptake and readiness of participants to facilitate the follow-up trainings and make recommendations related to selection of the best positioned candidates to the Sport Academy.

Stage 6: Provide technical assistance with adaptation of the various training tools for follow-up training needs to master trainers.

Stage 7: Provide technical assistance/recommendations to the Sport Academy with updating the curricula to integrate the main aspects from the UNICEF Guidelines for coaches working with girls and children with disabilities with the aim to embrace gender-specific needs of girls and women, as well as specific needs of children and adolescents with disabilities.

Stage 8: Develop Code of Professional Conduct for Coaches and Officials.

The selected consultant is expected to start within one week after selection and complete all the tasks by 31 May 2019. The total number of working days is expected to be approximately 29.
The consultancy is both home based and with an in-country visit.
Education
Post-graduate university degree in social sciences

Experience
Extensive expertise in the areas gender-specific needs of girls and women, child and youth disability

Extensive experience in the area of sport science and physical education; extensive knowledge of the ‘Sport for Development- concept

Experience in the area of developing and conducting TOT modules for coaches, particularly working with girls and women and children and adolescents with disabilities

Extensive knowledge and experience in updating curricula for coaches- education with the focus on gender and disability related specific needs.

Experience in development of Code of Conduct for coaches, sportsmen etc.

Familiarity with youth and adolescent development and participation issues

Strong analytical and training evaluation skills

Excellent command of written and spoken English

Familiarity with the United Nations system, particularly UNICEF, will be an asset

Good understanding of human rights-based approach to programming and results-based management principles.

The consultant will be directly supervised by the Youth and Adolescent Development Specialist of UNICEF Azerbaijan with overall supervision of the Deputy Representative.
Administrative and travel arrangement
The consultant is expected to work independently. All planned expenditures for travel and the daily subsistence allowance as per UN-approved rate will be covered separately.

UNICEF will provide support to secure meetings with relevant stakeholders and provide administrative support for the organization of any national and local level workshops/training. The consultant will use his/her own computer and communications equipment (laptop, telephones, etc).

No work or travel may commence unless the contract is signed by both UNICEF and the consultant.

The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance with hospitalisation and repatriation coverage.

The consultant will be required to sign the Health Statement for consultants/Individual contractors prior to taking up the assignment, and to document that they have appropriate health insurance.
