Position Title: International Consultant in support of the implementation of communication activities during the 2019 measles / rubella vaccination campaign in Haiti

Position: PAHO / WHO Representation in Haiti

Antecedents:

In the context of the elimination of measles / rubella in the Americas and in order to maintain the status of free country of measles / rubella and given the growing accumulation of susceptible, Haiti and decided to achieve a follow-up campaign in April 2019 targeting children from 9 to 59 months of the ten departments of the country. This follow-up campaign will be coupled with vaccination with the oral polio vaccine and vitamin A distribution.

As part of the implementation of the activities and in the context of the TCA GAVI 2018-2019, it was agreed to recruit consultants to provide technical support to the EPI Directorate and the departments. These consultants will be in charge of technical support for the implementation of the preparatory activities and implementation of the vaccination campaign throughout the country.

Preparatory activities include the revision / finalization of the measles / rubella / polio / vitamin A campaign plan in alignment with the objectives of the National Coordination Unit of the Immunization Program (UCNPV) Operational Plan 2019, the revision of data collection and the development of a communication plan for strong social mobilization for the vaccination campaign and routine immunization. Implementation activities include immunization operations, supervision of vaccination teams, and post-vaccination monitoring and evaluation. Job Profile:

The candidate must be:

· A health communication specialist in communication for development with at least five (05) years of relevant communication experience in national and international immunization campaigns,

· Have professional experience in Haiti,

· Speak perfectly French and English.

· Having experience in conducting communication activities during measles / rubella vaccination campaigns in Haiti would be an asset

· Talking Haitian Creole would be an asset

· Be immediately available

Specific stains

Under the supervision of the PAHO / WHO EPI Focal Point the consultant will:

· Contribute to technical support to the MSPP when implementing communication activities in the context of the measles / rubella vaccination campaign coupled with polio and vitamin a;

· Contribute to the development of the national communication plan of the campaign and the departmental plans

· Develop strategic axes of the campaign (communication, mobilization and advocacy.)

· Develop messages to disseminate during the campaign

· Design and develop communication materials

· Revise the communication budget proposal

· Develop the Communications Subcommittee's work plan

· Collaborate in the implementation of the plan of communication and public information and its departmental plans and participate followed.

· Develop the campaign monitoring framework

· Develop a media plan, including: traditional, alternative media and social media.

· Provide technical support for building alliances and partnerships.
